Purpose of the Position
The Policy Specialist, Climate Policy and Finance supports the Senior Adviser in rolling out and implementing UNICEF’s Executive Directive on climate change, by providing technical support to Country and Regional Offices, developing relevant guidelines and tools for addressing climate and environment issues in UNICEF’s work, by engaging with development partners and other partners to support global policy advocacy efforts on climate change and children and by providing guidance on accessing climate finance for the organization.
The Policy Specialist works to achieve the results outlined in the annual Sustainability and Policy Action Unit work plan, specifically the goals and targets related to climate and environment.
Key Expected Results
The key results have an impact on UNICEF’s capacity to effectively integrate climate change and environmental sustainability concerns into its programming enabling UNICEF to deliver improved results for children in all outcome areas of its Strategic Plan 2014-2017. They also have a direct impact on UNICEF’s ability to mobilize and leverage climate finance resources from, and engage with multilateral bilateral and private sector partners, and collaborate with civil society. UNICEF country offices thereby become the go-to partner for advancing children’s rights in the face of climate change.
Key Accountabilities and Duties & Tasks
1. Development of guidance and tools on mainstreaming climate and environment
- Develop guidance notes on mainstreaming climate and environment into UNICEF country programmes and sector initiatives
- Provide support to country/regional offices on mainstreaming climate and environment issues into situational analyses and country programme documents
- Respond to policy questions from country/regional offices on climate and environment matters
2. Global climate policy advocacy and engagement
- Support HQ, regional and country offices in strengthening engagement in global and national policy discourse on climate and environment, and its impact on children’s rights.
- Develop guidelines on advocacy, engagement and messaging for the inclusion of children’s rights in the global policy discourse on climate and environment including for UNICEF National Committees
- Monitor the UNFCCC climate change negotiations and advise on policy advocacy opportunities and messages and coordinate UNICEF’s preparations for the annual UNFCCC COP meeting.
- Support / engage in UN interagency processes related to climate and environment within the UN such as the High Level
- Committee on Programmes, Chief Executives Board and other important UN forums, and other global high-level public-private sector forum on climate and environment.
3. Climate Finance
- Lead global work on climate finance, liaise with the Green Climate Fund and other global funds, and coordinate with UNICEF’s accreditation to the Green Climate Fund.
- Oversee the preparation and implementation of UNICEF’s Social and Environmental Standards policy and procedures.
- Lead the development and implementation of a climate marker and climate budget codes and corresponding guidance
4. Knowledge management
- Contribute to lessons learned and knowledge sharing on climate and environment
- Encourage south-south collaboration between countries on climate and environment
Qualifications of Successful Candidate
- An advanced university degree (Master’s or higher) in relevant area such as environment, social and economic development, international cooperation.
- A minimum of eight (8) years of relevant work experience focused on developing countries, in areas related to development cooperation in climate change, environment and socio-economic development is required.
- A cross-disciplinary perspective of national and international policy and institutional arrangements governing climate change, and sustainable development is required.
- Experience with mainstreaming environmental sustainability in development assistance and developing guidance and support for staff is required.
- Specific expertise in programme/project review and evaluation in the field of climate change and/or environment is required.
- Specific expertise in climate finance is required.
- Knowledge of children’s rights and gender in the context of climate change adaptation and mitigation and/or natural resources management is required.
- Knowledge on social and environmental standards / safeguards is required.
- Familiarity with UN inter-agency processes related to climate change is an asset
- Excellent analytical and writing skills, advocacy and presentational skills is an asset.
- Prior UNICEF/UN experience is an asset.
- Fluency in English (written and verbal) is required.
- Knowledge of a second UN language is considered an asset.
