UNICEF, the world’s leading organization working for the rights of children, seeks a Deputy Executive Director, ASG, New York, USA.


Purpose:


On behalf of and with the Executive Director, the Deputy Executive Director, Management will:
• Oversee, supervise, and coordinate the work and performance of the Divisions of Finance and Administration Management, Human Resources, and Information Technology Solutions and Services; and support the Executive Director vis-à-vis the Office of Internal Audit; the Evaluation Office; and the Ethics Office.
• Design through close interaction with the Executive Director, and lead and oversee reform initiatives in management and operations, including oversight of change management e.g. transition to the Global Shared Services Centre; human resources systems reforms; maintenance and enhancement of an integrated ERP platform to leverage and maximize efficiencies; and development of new policies to address evolving business needs.
• Lead the improvement and simplification of existing operational structures, policies and procedures for high performance results-based management of UNICEF’s funds and staff as well as timely, systematic and coordinated support, guidance and communication between HQ and country/regional offices in these issues.
• Maintain a strong liaison with other Deputy Executive Directors for consistency of policies and operational guidance across the organisation.
• Represent the Executive Director UNICEF at high-level events and fora.
• Support UNICEF’s engagement with key institutions, stake holders and within inter-agency fora.


Minimum Requirements:
• Advanced university degree in international development, public administration, business administration or relevant social sciences; or equivalent professional experience.
• At least fifteen years of progressively responsible professional experience in leadership and management, including but not limited to international organizations, governments, the private sector and NGOs.
• Fluency in English is required. Knowledge of another UN language an asset.


Person Profile:
• Experience in the UN system and knowledge of UNICEF’s work an important asset. Experience in leading and managing operations and programmes in both development and complex emergency environments strongly preferred.
• A successful track record in exercising oversight of operational and programme activities and management of risks and financial and human resources, at a regional or global level.
• Results-oriented management approach with strong ability to improve systems, streamline and simplify processes.
• Excellent diplomatic and organizational development skills, combined with a proven ability to succeed in a complex political and multicultural environment.
• Strong capacity to distill and translate multifaceted and critical issues for organizational attention from the various regions and HQ divisions.
• Strategic and global thinking, analytical ability including assessing and monitoring results.
• Ability to conceptualize, innovate, plan and execute ideas as well as to manage projects and build partnerships.
• Dynamic leader with excellent interpersonal skills.
