Job Summary:
The Global Fund Support Unit (GFSU) was created in April 2009 to support CRS" agency-wide efforts to bolster resource acquisition and quality management of Global Fund and other multi-regional and multilateral strategic donor resources. The unit coordinates with existing departments within CRS as well as overseas regional staff to more systematically support overseas programs to develop, implement and manage quality Global Fund grants. The Advisor will provide management, capacity building and business development support to country programs pursuing and/or implementing Global Fund grants. S/he will also identify management capacity areas needing improvement, and, in collaboration with regional staff, support country programs, proactively address issues and gaps.
Job Responsibilities:
A. Management Quality and Compliance:
- Identifies and seeks solutions to grant management, compliance and implementation issues;
- Assists in the review of Global Fund agreements, protocols, and other governing documents, and provides analysis as needed;
- Keeps current on new and revised Global Fund policies and procedures, and advises on the implications for CRS;
- Provides technical advice on Global Fund procedures for grant management, and other issues related more broadly to grant implementation processes, including trends at the Global Fund;
- In collaboration with the Office of Legal Counsel, regions, and country programs, identifies needs for legal agreements within the scope of grant implementation and coordinates drafts, reviews and updates as needed;
- As needed, serves as liaison between country programs and CRS HQ departments, health products suppliers, service providers, and sub-recipient INGO headquarters to plan for and resolve finance, procurement, and other grant management issues;
- Reviews quarterly progress reports submitted by CRS PRs, and provides feedback on necessary revisions before final donor submission;
- Assists in the development and review of budgets and other complex grant documents for accuracy, completeness, compliance with CRS policies and Global Fund requirements;
- Participates in grant negotiations with the Global Fund, ensuring that CRS" approaches, policies, and structures are adequately explained and taken into account in budgets and planning documents;
- Provides direct technical assistance to country programs during the start-up and implementation phases;
B. Programmatic Support:
- Coordinates with regions to identify technical support on programmatic issues prior to and during grant implementation;
- Participates in global forums as appropriate;
C. Business Development
- Provides technical advice country programs and regions on Global Fund procedures and processes for accessing funding;
- Provides direct technical assistance to country programs during the funding application development, review, and submission, phases;
D. Knowledge Management and Learning:
- Documents and communicates lessons from ongoing grant management to improve field and HQ management and operations of Global Fund grants;
- Contributes to case studies that will promote CRS" work for Global Fund and CRS publications, in collaboration with country program staff;
- In collaboration with the unit, assesses agency training needs with regard to the Global Fund, and contributes to developing appropriate trainings for different audiences;

Qualifications and Skills:
- Master"s degree in related field
- Minimum seven years of relevant international experience, preferably with three years field-based
- Strong management skills and experience, including in compliance, budget management, implementation planning, analysis, reporting and representational
- Knowledge of key Global Fund processes and procedures
- Proven interpersonal and negotiation skills
- Strong organizational and planning skills with the ability to handle multiple tasks and shifting priorities
- Cultural sensitivity, patience and flexibility including experience with working with local governments and organizations
- Demonstrated personal accountability, ability to work independently and driven to serve others.
- Ability to travel internationally as required (30%).
- Excellent English language oral and written communication skills
- Proficiency in French language strongly preferred
- Experience managing HIV/TB/malaria projects preferred
Physical Requirements/Environment:
- Normal conditions for an office environment
- Willingness and ability to travel overseas
