Summary


The MEAL Specialist will work with the Accountability Advisor to strengthen Monitoring, Evaluation and Beneficiary Accountability in Humanitarian Responses. The Specialist will also deploy to emergencies to support Country Offices in meeting the Monitoring, Evaluation, Accountability and Learning (MEAL) requirements of Save the Children responses.


Essential Duties, Responsibilities and Impact


Deploy to Emergency Responses (40%)


  • As part of emergency response team, provide technical assistance to country offices in setting up MEAL frameworks, Output trackers, M&E plans, and data collection and monitoring systems

  • Strengthen beneficiary accountability systems by

  • 1) helping COs provide better basic information about SC programming

  • 2) strengthening opportunities for community involvement and ongoing consultation

  • 3) setting up complaints mechanisms

  • 4) helping CO’s set up systems to enable them to learn and improve programming based on complaints and feedback

  • Provide trainings (both for individual staff members and for larger workshops) to help CO’s build their capacity for M&E and beneficiary accountability

MEAL Support to SCUS-Held Accounts (20%)


  • Provide MEAL support to SCUS held accounts by supporting the proposal development process for key awards, helping review and strengthen MEAL plans and strengthening the drafting of indicators

  • Travel to country offices to provide MEAL support for the key awards we manage

MEAL Support to Country Offices (15%)


  • Provide humanitarian MEAL backstopping support to country offices especially large Category 1 or 2 emergencies

  • Help CO’s understand their Humanitarian MEAL responsibilities and provide them with resources and tools to better understand and meet these obligations

  • Provide technical support with MEAL frameworks & strategies, recruitment of MEAL staff, implementation of RTRs, EHAs and other MEAL activities

Systems and Tools (10%)


  • Support work on systems and tools for improving the quality and accountability of SCUS managed accounts, which will support award managers with the MEAL portions of their work and will help SCUS better understand the progress and impact of their awards

Trainings and Workshops (10%)


  • Work with the Accountability Advisor to conduct trainings and workshops on Monitoring, Evaluation, Accountability and Learning for Save the Children country programs and HQ, as well as for interagency audiences.

Other (5%)


  • Other MEAL backstopping and projects as needed to improve the quality and accountability of our Humanitarian responses.

Required Background and Experience, Skills and Behaviors


  • Master’s degree in field related to humanitarian response or development (may be substituted with related working experience)

  • Experience with M&E and Beneficiary Accountability

  • Knowledge of statistical data packages

  • Experience conducting trainings

  • French language skills strongly preferred

  • Attention to detail

  • Strong analytical skills and quantitative skills

  • Proficiency in Excel, Powerpoint, and MS Word

  • Demonstrated comfort with public speaking

  • Able to conduct trainings and workshops

  • Possess strong diplomacy and negotiation skills

  • Willing and able to travel to natural disasters and complex emergencies

  • Strong understanding of humanitarian principles and practices desired
