Students In Temporary Housing (STH) Content Expert - New York City Department of Education . - New York, NY

Position Summary: Reporting to Office of Safety and Youth Development’s (OSYD) Director of Students in Temporary Housing (STH), the STH Content Expert will serve as the first line of support for all STH issues and questions that schools and shelter-based family assistants need help in resolving. The STH Content Expert will be part of a borough-based team that coordinates and supervises services provided in shelters and schools. The STH Content Expert will ensure consistent adherence to Department of Education (DOE) polices and federal law/regulations regarding Students in Temporary Housing. This includes policy decisions to ensure program compliance with the federal McKinney-Vento Homeless Assistance Act and Chancellor’s Regulation A-780. Performs related work.

Reports to: Director of Students in Temporary Housing


Direct Reports: Supervises and supports family workers assigned to shelters throughout the borough.


Key Relationships: The STH Content Expert works closely with the borough-based STH Program Managers and central STH staff, including the Director, Senior Program Manager, Program Coordinator, and Senior Data Analyst; shelter-based STH Family Assistants, shelter-based staff, schools, Borough Field Support Centers, key OSYD staff and community-based organization (CBO) partners.


Responsibilities


Serves as one of the borough point people for all matters related to students in temporary housing, and connects schools to a variety of resources that will help them achieve service goals and meet their mandated responsibilities.


Supervises and supports STH family workers assigned to shelters to ensure that students receive timely interventions, services, supplementary education and counseling available to students and families.


Visits shelters regularly to evaluate the implementation of policy and programming, use of documentation and recordkeeping, and meets with staff individually to evaluate services and ensure that program goals are met.


Provides trainings for shelter-based staff, schools, Borough Field Support Centers and STH staff in order to foster understanding of the McKinney-Vento Act, which governs the rights of homeless youth, and to collaborate on best practices, problem-solving and strategic planning.


Liaises with schools to ensure compliance with state, federal and City regulations.


Visits and connects schools with attendance and outreach services, and collaborates with CBOs to develop programs that are specifically tailored to students in temporary housing.


Provides intense case management and intervention on STH cases and collaborates with Borough Field Support Centers to troubleshoot STH cases.


Collaborates with other borough staff and other STH content experts to help coordinate afterschool programs for students in temporary housing, and ensure that students who attend school in a particular district or borough while living in another continue to receive integrated services.


Liaises with City agencies, such as the Department of Homeless Services, Department of Health and Mental Hygiene, Administration for Children’s Services, Department of Housing Preservation and Development, Human Resources Administration, and Department of Youth and Community Development, as well as the New York State Education Department and New York State Technical and Education Assistance Center for Homeless Students, in order to maintain optimal service delivery for homeless students and their schools.


Ensures that programs effectively deliver services, maintains the integrity of grants, improves program quality and accountability, and assists the Director with the submission of State reports.


Evaluates services provided to students in temporary housing by CBO partners to maintain the quality of services and meet accountability measures.


Makes recommendations regarding resource allocations for programs and services to support STH.


Performs other duties as needed to fulfill the goals of the STH program.


Qualification Requirements:
Minimum


A master’s degree from an accredited college in a field related to the position and three (3) years of full-time progressively responsible professional experience in education administration in one or more education-related areas, at least eighteen (18) months of which must have been in a managerial capacity; or


Graduation from an accredited college with a baccalaureate degree and four (4) years of full-time progressively responsible professional experience, as described in “1”; or


A satisfactory combination of education and/or experience which is equivalent to “1” above including teaching experience towards meeting the general experience in “1” above; however, all candidates must have the eighteen (18) months of managerial experience.


Preferred


Knowledge of all DOE policies, Chancellor’s Regulations and Federal Laws pertaining to Students in Temporary Housing.


Familiarity with community-based programs serving homeless youth and families and other youth development programs.


Experience with budget planning and forecasting.


Ability to travel within an assigned borough and/or within New York City.


Excellent interpersonal skills and ability to work with various stakeholders.


Understanding of best practices in the field of development and implementation of afterschool programming.


Strong project management, organizational, data analysis, and presentation skills.


Strong attention to detail, extremely well organized, able to work under pressure and meet deadlines.


Ability to multitask, work independently, take initiative, comfortably switch gears, and prioritize workload.


Excellent record of attendance, punctuality and professionalism.


Internal candidates preferred.


Salary: $58,955+


(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
