Background & Rationale
UNGEI is a multi-stakeholder partnership committed to improving the quality and availability of girls’ education and contributing to the empowerment of girls and women through transformative education.
UNGEI is an advocacy-oriented partnership comprising of 24 global and regional partners, 4 regional partnerships and nearly 50 associated country partnerships, as well as a far-reaching global network. UNGEI also hosts an associated network, the Global Working Group to End SRGBV which brings together another 40 partners with outreach to additional gender and child protection communities.
UNGEI strives to promote girls’ education and gender equality through policy advocacy and support to governments and other development actors to deliver on the gender and education-related Sustainable Development Goals. UNGEI promotes the building of evidence and the sharing of good practice in girls’ education, and seeks to strengthen collaboration and partnership in advancing girls’ education and gender equality.
Part of this work is undertaken through UNGEI’s website which includes functions such as a blog to share new research and emerging evidence, outreach to partners, communications and knowledge management that are key to supporting its mandate.
Purpose
This consultancy will contribute to the effective and efficient implementation of UNGEI’s policy advocacy, evidence and research agenda. For UNGEI, this consultant will ensure that UNGEI’s position, plans, partnerships and approaches are based on the latest evidence, research and knowledge of gender and education trends and issues.
The consultant will support UNGEI’s technical leadership to enhance the implementation of UNGEI’s evidence-based policy advocacy agenda. This include ensuring the various specific advocacy initiatives and partnerships included in the workplan (such as the Global Working Group to End SRGBV, the Global Partnership for Education (GPE), the Global Education Monitoring Report (GEMR) respectively contribute to building evidence and sharing best practices in girls’ education and gender equality. S/he will also provide substantive support for the preparation, planning and implementation of key policy advocacy events and opportunities (Commission on the Status of Women (CSW), International Day of the Girl Child (UNGA) that contribute to greater awareness and knowledge of UNGEI.
The consultant will maintain and improve UNGEI’s visual identity – both internally and externally. S/he will be responsible for assisting with and executing online and offline communications strategies developed by UNGEI and its partners, including creating, editing, and posting original and partner content to www.ungei.org and sharing with affiliated campaigns. S/he will also be tasked with maintaining the UNGEI partner database, organizing and disseminating information from partner calls and meetings and assisting with logistics around key events. Working closely with the UNGEI Head of Secretariat, the Communication Specialist for Education and the Advocacy specialist for Education, the consultant will help manage social media content and assist with the development of written content, including talking points, presentations and key messages that will help raise awareness and energize diverse constituencies on issues surrounding girls’ education and gender equality. Finally, the consultant will lead the development of a strategic sustainability plan – identifying current and future financial and technical partners to consolidate UNGEI’s visibility and outreach.
Expected results: (measurable results)
Strengthen UNGEI’s Policy Advocacy, Evidence and Research
· Strategic support for UNGEI’s high level events, including UN General Assembly (UNGA), CSW, Global Education Monitoring Report (GEMR), International Day of the Girl Child (IDGC), DFID Global Girls Education Event, and effective coordination with the Education Section Advocacy Specialist.
· Undertake targeted research to support new areas of work/initiatives and contribute to the revision/renewal of the UNGEI Policy Advocacy Agenda in the context of the SDGs.
· Support partners in their large-scale advocacy and communication campaigns in line with UNGEI policy priorities and key events related to girls’ education
· Development of supporting policy advocacy and communication materials including blogs, key messages, issue briefs, etc.
· Technical support in the development and dissemination of the Gender Review of the annual Global Education Monitoring Report
· Strengthen UNGEI’s network through outreach to current and new partners;
Strengthen UNGEI’s Knowledge Management & Communication:
Update and improve the UNGEI resource library and website to strengthen efforts to build a knowledge center on girls’ education and gender equality. This includes supporting a renewed UNGEI website and reinvigorated web presence.
Continuous maintenance of the UNGEI website, blog site, YouTube, and Flickr photo gallery pages. This includes liaising with UNGEI members and partners and their respective Communications focal point on a regular basis to identify, revise, and update content.
Develop and execute UNGEI community growth strategies on Facebook and other social platforms through the publication of compelling and innovative evidence-based content to optimize activity, engagement and measurement
Identify and make accessible case studies, good practices and lessons learned, trends, policy innovations, evaluations, data and analysis, including tools and frameworks related to gender equality in education
Targeted outreach on UNGEI Policy Advocacy Agenda (PAA) through social media platforms such as Facebook and Twitter and effective monitoring and analysis of outreach data.
Identify and cultivate key influencers within and external to the UNGEI partnership.
Defining KPIs and benchmarks to measure and optimize social content, campaigns and community features and function.
Monitor and analyze statistics related to social media and web content and provide regular statistics, to ensure effective communication strategies, planning and advocacy.
Development of a draft Sustainability plan
- In coordination with the UNGEI Head of Secretariat and with inputs from various in-house experts (donor engagement, private sector engagement, etc.) as well as the UNGEI Steering Committee, lead the development of a strategic sustainability plan which would:
o Identify current and future financial contributors/partners to support UNGEI
o Identify technical partners to consolidate UNGEI’s visibility and outreach
o Provide options/approaches to strengthen UNGEI’s website as a knowledge hub for girls’ education and gender equality
o Provide a mapping of key opportunities to strengthen UNGEI’s Policy Advocacy Agenda for 2016 and 2017

· Support UNGEI’s strategic engagement in pre-identified high-level events.

Key competences, technical background, and experience required Deadline
· Advanced degree in education, international affairs, communications, social sciences or related technical field
· Five to eight years of mid-level solid professional work experience at the national and international levels in communication, network management, partnership building, knowledge management, and policy advocacy. Familiarity with education and gender analysis is of particular advantage
· Proven experience in coordination and partnerships, including inter-institutional coordination.
· Competence and experience with digital platforms, including organizing and managing online blogs, consultations, outreach and social media.
· Excellent Knowledge and prior use of HTML, Photoshop, Microsoft SharePoint sites;
· Experience in web site design, development and production.
· Professional graphic and web design skills. Working knowledge of web design and image software such as Adobe Photoshop, Illustrator, Flash and/or ImageReady.
· Experience with UNICEF implementation of RedDot CMS, WordPress and other current trends in technology essential, experience in other web content management systems a plus.
· Sound knowledge of HTML, CSS, including source code editing, image optimization, and FTP.
· Demonstrated experience in research and report writing;
· Excellent communication, writing, editing and oral communication skills in the English language; Fluency in other UN language an asset.
· Ability to work independently as well as part of a team.
