The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 6,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Job Summary:
The Associate Director, Technical Assistance is a key managerial-level position within the Technical Assistance and Sustainability (TAS) team. The TAS team is one department within EGPAF’s Medical and Scientific Affairs(MSA) unit, which is responsible for technical direction, program implementation, operational research, and monitoring and evaluation at the Foundation. The TAS team has the following primary functions:
To identify, package and document evidence-based, effective programmatic approaches and best practices for scale-up in EGPAF country programs and external information-sharing;
To provide high-quality technical assistance to EGPAF country programs and external agencies, such as governments, NGOs and normative agencies, in a variety of HIV service delivery areas;
To support the implementation of select centrally-managed EGPAF awards.
The TAS team is comprised of technically-focused staff with experience and expertise in a range of HIV-related subject matters, including PMTCT/Option B+, pediatric, adolescent and adult prevention, care and treatment, community engagement, health systems strengthening, and local organizational development, among other areas. The TAS team works in close coordination with other departments within the MSA unit, as well as EGPAF’s 14 country programs.
The Associate Director, Technical Assistance will manage and support a team Senior Technical Officers/Advisors based in Washington, DC and Africa. This position will also be responsible for overseeing and coordinating EGPAF’s technical assistance hub, a central mechanism through which TA is requested and provided by country programs and external agencies. The Associate Director, Technical Assistance will assist the TAS team in the development and adaptation of tools and resources for country programs, assessment and documentation of effective program approaches, and information-sharing across country programs. As requested and necessary, the Associate Director, Technical Assistance, will provide TA to EGPAF country programs or external agencies. Proven experience providing technical assistance in a range of HIV-related subject areas to country programs, health authorities and/or civil society partners is a requirement for this position.
The Associate Director, Technical Assistance, will report to the Director, Technical Assistance and Sustainability. This position is based in Washington, DC.
Responsibilities:
Manage, support and mentor a team of Senior Technical Officers/Advisors, based in Washington, DC and Africa
Manage EGPAF’s technical assistance hub, which includes ensuring the effective operationalization of the hub, triaging TA requests from country teams and external agencies, tracking and assessing the provision of TA, and managing a library of high-quality tools and resources
Periodically assess TA requests and EGPAF capability to respond to requests to identify trends, capacity gaps, and opportunities
Work closely with EGPAF staff from global and country programs to ensure TAS team responsiveness to TA needs
Contribute to the development of, refinement of, and dissemination of tools and resources to support EGPAF country programs
Contribute to the identification of and documentation of effective program approaches utilized by EGPAF
As appropriate and requested, provide technical assistance to EGPAF country programs and external agencies
Required Qualifications and Capabilities:
Graduate degree in public health, international development, or relevant field work required
12+ years of experience in international public health and development work, with at least 7 years of experience in HIV implementation/programming
Demonstrated strong technical understanding of the HIV epidemic and response, including current global priorities and trends (90-90-90, universal ART)
Technical experience and strong knowledge in one or more of the following areas preferred: PMTCT/option B+, pediatric care and treatment, adolescent care and treatment, adult care and treatment, community engagement and service delivery, health systems strengthening, HIV service delivery
Demonstrated successful experience providing technical assistance to country programs, national and/or decentralized health authorities and/or civil society partners;
Excellent attention to detail, ability to multi-task and manage competing priorities, and resourcefulness required
Strong writing skills required
Demonstrated ability to effectively communicate and work with remote team members, across multiple time zones
Ability to work effectively as a team member and provide responsive support to country programs is essential
Experience working with PEPFAR funding is preferred
Ability to travel internationally to Africa up to 20% is required
