The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 6,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Job Summary:
The Senior Technical Officer, HIV Service Delivery is a technically-focused position within the Technical Assistance and Sustainability (TAS) team. The TAS team is one department within EGPAF’s Medical and Scientific Affairs (MSA) unit, which is responsible for technical direction, program implementation, operational research, and monitoring and evaluation at the Foundation. The TAS team has the following primary functions:
To identify, package and document evidence-based, effective programmatic approaches and best practices for scale-up in EGPAF country programs and external information-sharing;
To provide high-quality technical assistance to EGPAF country programs and external agencies, such as governments and NGOs, in a variety of HIV service delivery areas;
To support the implementation of select centrally-managed EGPAF awards.
The TAS team is comprised of technically-focused staff with experience and expertise in a range of HIV-related subject matters, including PMTCT/Option B+, pediatric, adolescent and adult prevention, care and treatment, community engagement, health systems strengthening, and local organizational development, among other areas. The TAS team works in close coordination with other departments within the MSA unit, as well as EGPAF’s 14 country programs.
The Senior Technical Officer, HIV Service Delivery is responsible for supporting the Foundation to identify, implement, assess, and document effective service delivery models to further scale HIV prevention, testing, care and treatment services. This will include, but is not limited to: 1) working in close collaboration with EGPAF’s technical advisory committee to further support advancement of EGPAF’s universal ART agenda and approaches; 2) working with the technical advisory committee and EGPAF country teams to develop tools and resources to support the adoption/adaptation/implementation of WHO guidelines in countries; 3) supporting EGPAF country teams to develop training manuals and materials; 4) providing technical assistance to EGPAF country teams and external agencies; and 5) documenting and disseminating proven approaches from EGPAF programs.
A key function of this role is supporting the Foundation to operationalize universal ART and related service delivery approaches in EGPAF programs. Experience supporting countries and programs to operationalize new service delivery approaches, scale-up normative and national guidelines/policies (such as Option B+, universal ART for TB/HIV co-infected, universal pediatric ART), understanding of HIV service implementation in country, and resourcefulness are required for this role. This position will receive technical support and direction from EGPAF’s technical advisory committee, comprised of senior staff from EGPAF’s MSA unit. The ability to take this direction, and advance work independently is important to the success of the applicant.
The Senior Technical Officer, HIV Service Delivery, will report to the Associate Director, Technical Assistance, and is based in Washington, DC.
Responsibilities:
Work in close coordination with and under the direction of EGPAF’s technical advisory committee, the Director, TAS, and the Associate Director, Technical assistance to identify EGPAF priorities for service delivery and universal ART
Support EGPAF country teams to work with MOH and technical working groups to adopt and adapt universal ART guidelines through the development of toolkits and resources for use at national level
Support EGPAF country teams to operationalize improved service delivery and universal ART at the decentralized level through the development of training materials, job aids, manuals, and plans
Maintain an up-to-date knowledge of key trends and emerging evidence on universal ART, differentiated models of care, and cost-effective facility and community-based service delivery models
Work with EGPAF country teams to identify promising service delivery approaches from EGPAF programs to increase uptake of HIV testing, linkages to care/ART, and retention/adherence
Support EGPAF country teams to assess service delivery approaches, and document proven approaches for internal and external dissemination
Provide technical assistance to EGPAF programs and external agencies in HIV service delivery
Work in close collaboration with members of the TAS team to maximize synergies across technical areas
As relevant, participate in external fora on universal ART and service delivery approaches
Experience and Capabilities:
Graduate degree in public health, international development or equivalent area required
10 years of experience working in public health or international development, with at least 5 years of experience working in HIV service delivery
At least 2 years of international experience implementing HIV programs in the field is required
Demonstrated knowledge of HIV service implementation in the country context is required
Experience supporting the introduction and scale-up of normative guidelines in low-resource settings
Excellent writing skills
Demonstrated and strong understanding of the HIV epidemic, response, current global priorities, and trends is required
Ability to work independently and resourcefulness are key required competencies
Ability to work effectively and collaboratively with a range of staff in the US and Africa is required
Strong analytic and strategic thinking required
Ability to travel internationally up to 25% of the time, often in low-resource settings, is a requirement for this position.
