POSITION DESCRIPTION


POSITION TITLE: Cost and Pricing Officer LOCATION: Little, Rock, AR –OR- Arlington, VA GROUP: Operations UNIT: Contracts REPORTS TO: Associate Director, Cost & Pricing


POSITION SUMMARY:


The Cost and Pricing Officer has primary responsibility to review cost proposal budgets, including cost reimbursable budgets with standard cost categories, task and activity-based budgets, and loaded labor budgets. Assures that Cost Proposals are fully responsive to the Requests for Proposals and Requests for Applications (RFP/RFA) and other notices from Funders; studies RFP/RFAs to identify and advise on issues related to submitting a proposal including financial considerations.


MAJOR RESPONSIBILITIES: • Assumes primary responsibility for the Cost Proposal as assigned from start to finish by assuring that Cost Proposals are fully responsive to the funder requirements; studies RFP/RFAs to identify and advise on issues related to submitting a proposal. • Provides review of the subcontractors cost proposals, and assures that all have provided accurate and necessary information for the cost proposal per the RFA/RFP. • Compiles the cost proposal documents together including the subcontractor cost proposals for final submission. • Reviews budget realignments, modification and extension budgets for ongoing projects. • Completes cost analysis of all budgets and reports results and seeks approval to Sr. Management and other related staff per Delegation of Authority. • Advises program staff on government and funding agency regulations and guidelines including 2 CFR 200, FAR AIRAR, ADS, and Standard Provisions. • Assists in the documentation of all cost assumptions and coordinate with other teams in Operations when necessary. • Develops and reviews training materials, field support tools, guidance documents and facilitate trainings for the program staff • Participates in new project orientations for senior project staff.


OTHER RESPONSIBILITIES • Provides back up and coordinates with the Associate Director – Cost and Pricing and Director, Contracts and Procurement and other team members. • Creates and/or modifies budget templates to be responsive to funder requirements and organizational needs. • Tracks and assists in the Cost & Pricing Metrics report. • Performs other tasks as assigned.


QUALIFICATIONS AND BACKGROUND:


Education and Experience: • BA/BS Degree – preferably in business administration or a similar discipline with 3-5 years of experience or the equivalent combination of education and experience.
• Prefer working experience with state and/or federally-funded cost proposals and template development for USDA, USAID or similar federal government funding.
• Knowledge of US Government regulations such as 2 CFR 200; experience with USAID, USDA, and/or DOL funding strongly preferred.


Skills:
• Strong analytical and computer skills, especially spreadsheet and financial analysis; • Excellent verbal and written communications skills including writing, editing and proof-reading in English; • Demonstrated strong organizational skills, including workflow management, coordinating a variety of tasks simultaneously and demonstrating flexibility. • Ability to manage priorities while maintaining attention to detail in a fast paced environment. • Ability to work independently and exercise sound judgment; Attention to detail; Being a team player. • Demonstrated management experience; ability to demonstrate the highest level of ethical standards at all times; ability to multi-task and juggle competing priorities while ensuring quality output.
