Description:


The Deputy Director-Program Management (DD-PM), will provide management leadership to a global USAID-funded, 5-year, 73-million dollar program aimed at delivering quality HIV prevention, care and treatment to key populations (sex workers, men who have sex with men, transgender persons and people who inject drugs). As a member of the project’s senior leadership team, the DD-PM will oversee operations, which includes contracts, finance, administration and HR. The DD-PM will oversee all reporting to USAID and management of sub-awards and grants. This individual is accountable for ensuring timely responsiveness of programmatic needs of USAID and its Missions as well as compliance with FHI 360 and USAID policies and regulations. The DD-PM will directly supervise 4 senior staff who work in collaboration with a growing team of 23 U.S.-based staff and operational teams in 24 countries. The DD-PM will report to the Project Director.

Job Summary / Responsibilities:


  • Provides support to the overall leadership and management of programs, ensuring strategic program direction and compliance with organization policies and procedures and donor (USAID and PEPFAR) regulations.

  • Designs, manages, implements, and monitors systems, services, staff and budgets to achieve financial, administrative and programmatic goals.

  • Provides timely and accurate financial and programmatic reports to company management and donors as required.

  • Works with technical staff to prepare and monitor approved budgets for core and field support funding.

  • Approves all significant expenditures relating to budgets.

  • Collaborates with the Deputy Director Strategic Information to ensure that program implementation is on time, within budget, and meeting objectives through the development of structured work plans and activity tracking plans.

  • Provides supervision to finance and field operations staff to ensure the financial health and performance of the project. Ensures project expenditures are monitored on a monthly basis, and that well-structured corrective action is initiated and tracked where required.

  • Negotiates and manages sub-award processes with partners and coordinates sub-awards with other US and country partners.

  • All other duties as assigned.

Qualifications:


  • Bachelor’s degree or its international equivalent in Business, Public Health or related field. Master’s degree or its international equivalent preferred.

  • Minimum of 8 years of progressively responsible international development program management experience supporting USAID-and other globally funded projects preferably PEPFAR-funded; understanding of PEPFAR 3.0 strongly preferred.

  • Minimum of 3 years professional experience working with international key population group programming under PEPFAR.

  • Demonstrated experience in managing complex projects that are strategic in nature and international in scope, preferably in an INGO setting.

  • Minimum of 8 years of progressively responsible experience with USAID project processes, procedures, rules and regulations, including for negotiation and management of sub-awards.

  • Articulate, professional and able to communicate in a clear, positive manner with staff in a matrixed organization, partners, funders, and other key stakeholders.

  • Ability to work independently with initiative and flexibility to manage high volume work flow and concurrent activities/deliverables.

  • Excellent problem solving and relationship management skills to be able to successfully negotiate satisfactory solutions with a range of local, national, and global stakeholders.

  • Maturity and ability to maintain composure under stressful situations and tight deadlines.

  • Proven record managing partner contributions, providing operational technical assistance and guidance as needed to build their capacity and to ensure their optimal participation in the project.

  • Microsoft Office fluency

  • Travel Requirement- More than 20%
