The Director leads the efforts to support the organization’s business systems related to all functions in Atlas to include standards, tools, and training for compliance and monitoring. The Atlas team, reporting into the CFO, encompasses Finance and Accounting, our Corporate Contracts Office and Internal Audit. In this role, the Director partners with subject matter experts and other MSH stakeholders to ensure that Atlas’s library for standards and training is operational. The library covers the needs of MSH staff globally to provide effective and efficient functional services in all Atlas functional areas (contracts and grants management, finance, accounting, purchasing, inventory management, travel, business development, risk management, etc.) in order to safeguard MSH assets and reputation, and to provide support to projects and business development worldwide.
S/he is responsible for setting up platforms to monitor compliance on these standards, and onboarding and training curriculum linked to those standards. S/he is responsible for leading the design, development, implementation and administration of all business applications used within Atlas or by Atlas functional areas (such as ProActis, SalesForce, Navigator, QuickBooks, etc.), including linking with our IT team (IS) to ensure optimal implementation of access security and backups.
The Director is responsible for Atlas’ intranet usability and design.
Management and Supervision (25%)
- The Director manages the work of the Policies and Standards team, the systems administrators, project officer, and business analysts that support the various systems in the organization.
- Supervisory responsibilities include, but are not limited to, developing and agreeing goals and work plans, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting Performance Plan and Reviews; communicating, implementing and assuring adherence to MSH policies, guidelines and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible.
Establish and maintain comprehensive and easy to access Atlas standards library (15%)
- Atlas Standards Library includes a complete range of policies, best practices, tools, forms, job-aids, procedures usable by staff worldwide to efficiently and effectively support projects and country operations for all Atlas functions (contract administration, finance, accounting, business development, procurement).
- Identify best practices and risks used to continuously improve library.
- Director partners effectively with Atlas Directors and other appropriate stakeholders to gather and validate content needed for this library.
Develop onboarding and training programs for MSH staff worldwide in Atlas functions (15%)
- Develop onboarding and training programs for Atlas services so that they are standardized across MSH and fully funded.
- Select the best medium for training programs (e.g., Train the trainer, e-learning, face to face) in order to maximize training efficiency.
- Develop onboarding and training programs to give MSH staff worldwide the tools to assume their authority and accountability in all Atlas functional areas.
Set up processes for financial and accounting oversight and monitoring. Manage the implementation of these processes. (10%)
The Director is the clear leader for monitoring implementation of these processes and for clarity of communication of the processes, which include:
Financial performance metrics which are defined to manage Atlas related risks efficiently and effectively; communicate a set of well communicated metrics to allow tracking of Atlas functional risks worldwide.
Develop and implement Service Level Agreements in all countries that MSH operates in.
An effective system for monitoring finance and accounting compliance with our tools and policies.
An effective system for monitoring performance at all levels of the organization.
Administer Atlas business applications (15%)
- Ensure all applications are optimally configured.
- Maintain a complete set of user and administrator guidelines.
- Link with IS to ensure optimal implementation of access security and backups.
Other duties (5%)
- Participation in corporate work plan activities.
Active collaboration with other Atlas functions, activities and initiatives.
QualificationsMaster’s degree in project management, business systems or similar field required or equivalent experience of 10 or more years of progressively responsible management positions.
At least 8 years’ experience in project management or related experience is required.
Experience with systems administration of ERPs and other business applications required.
Experience with international, complex, matrixed organizations required
Experience with aspects of federal cost reimbursement practices, such as the Federal Acquisitions Regulations (FAR) and USAID regulations strongly desirable.
- Prior work experience with non-USG, foundations and other donors desirable.
- Experience building capacity/ training diverse groups highly desirable, both in a classroom or in an electronic setting
- Experience writing policies and procedures required
- Experience mapping and analyzing processes required
