Description:
Food and Nutrition Technical Assistance III (FANTA) improves nutrition and food security policy, strategy and programming, and provides technical support to USAID and its partners, including host country governments, international organizations and PVO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious diseases, community-based nutrition programs and interventions, food security and livelihood strengthening, and emergency and reconstruction. FANTA III develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods, and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement.
Job Summary / Responsibilities:
The Technical Officer III, MCHN, will be based in the FANTA’s MCHN cluster to meet USAID/Washington and USAID Mission needs for technical assistance on nutrition services or program planning, implementation and/or M&E. The Technical Officer III, MCHN will have primary responsibility for the management and leadership of FANTA activities in Bangladesh, including organizing and planning technical input from other FANTA staff and consultants as needed. Other activities may include: designing, planning, and developing global and country specific technical strategies and tools; conducting research and assessment studies; analyzing technical data and technical assessment findings; leading teams working on the design and development of key technical documents, literature reviews, tools, and presentations; designing and developing capacity building, advocacy, and behavior change activities; reviewing documents; and serving as the key project liaison with external organizations and at professional meetings. The position is based in Washington, DC with about 25% travel to the field required.
- Provide leadership, management and backstopping for FANTA activities in Bangladesh which will focus on providing technical assistance to increase coverage of high quality nutrition services through USAID bilateral projects in country.
- Provide in-country and remote support to develop nutrition training curricula and tools, mentor and supervise nutrition staff, assess the quality of nutrition service delivery, evaluate the quality of communication tools, improve the monitoring and evaluation (M&E) system related to nutrition service delivery and quality improvement in nutrition, and assist with streamlining and improving the workflow for nutrition in clinics.
- Organize and plan technical input from other FANTA staff and consultants as needed to achieve objectives in Bangladesh, including writing scopes of work, scheduling TDYs and ensuring the timeliness and quality of deliverables to USAID/Bangladesh. Responsibility for working closely with USAID/Bangladesh Mission staff to develop and monitor activities and make mid-course adjustments as needed.
- Lead/co-lead other MCHN and nutrition and infectious disease (NID) activities in specific countries, as needed.
- Research, prepare, write, and review written technical, advocacy and policy documents related to MCHN program design, capacity building, advocacy, behavior change, quality improvement, food security, and emerging technical areas such as nutrition and cognitive development, including literature reviews, developing initial and final drafts, and editing for content.
- Develop technical briefs and reports, and give presentations at technical meetings as required.
- Collaborate with other FANTA technical clusters on activities of joint relevance, as well as engaging on global level FANTA priorities.
- Collaborate with the FANTA Global Leadership cluster on research and assessment activities to ensure that all guidelines related to national and FHI 360 IRB are adhered to
- Work with project management to maintain up-to-date work plans, budgets and progress reporting for assigned countries, and any assigned special initiatives. Prepare reports and other documents related to project progress and impact as required by USAID.
- Respond to USAID requests for technical information and guidance.
- Document lessons learned and promising practices in MCHN. Present at FANTA or other information dissemination or workshop events, as needed.
- Perform other job-related activities as assigned.
Qualifications:
- Master’s Degree in nutrition, public health, or related discipline required
- 8 years of relevant MCHN technical and programmatic experience preferred, or equivalent combination of relevant education and/or experience
- Master’s degree in a related field required.
- Field experience in a developing country
- Experience working with national governments and health systems
- Experience with capacity-building in nutrition in developing country contexts desirable
- Experience managing complex tasks within fixed timeframes
- Experience with USAID-funded health, nutrition, and/or food security activities
- Demonstrated knowledge of international nutrition, MCHN, food security, and/or health programs and technical issues required
- Strong analytical skills and ability to translate technical information into practical guidance
- Excellent communication skills including writing and presentation skills
- Ability to manage a variety of tasks and prioritize
- Excellent organization skills and attention to detail
