POSITION SUMMARY
AmeriCares is undertaking a high-priority initiative to build a cadre of experienced and trained emergency response personnel ready to deploy within 48 hours of notification. This pool will be comprised of core staff and on-call consultants, in the US and in strategic locations around the world, that include experts in logistics, public health, emergency medicine, mental health, and other critical response functions.
The role of the Global Program Recruiter offers an exciting opportunity for an enthusiastic self-starter with a passion for building strategic relationships and recognizing talent to contribute to this effort. In this role you will be the lead HR client service point of contact for the ER team on this initiative. This position will directly lead and execute recruitment efforts; building new tools, strategies and approaches when it comes to attracting, hiring and managing our emergency response cadre of ‘on call’ professionals.
You will also be responsible for maintaining the roster of on-call emergency response consultants, updating the roster on a regular basis, tracking availability, and identifying and activating cadre members based on emergency needs.
In addition, the Global Program Recruiter will support our broader global program recruitment and staffing efforts which include the sourcing, interviewing and hiring of staff to work around the world in a wide range of positions in the global health sector.

RESPONSIBILITIES
Emergency Response Cadre Program Support:
Provide primary support to the Emergency Response (ER) department in their efforts to build an Emergency Response Cadre of responders who will be activated to serve on a response team.
- Work with the ER team to establish and meet targets for recruiting specific categories of Emergency Responders and execute a strategy for reaching ambitious Emergency Response cadre goals.
- Maintain a database of on-call Emergency Responders. In partnership with the ER Planning Specialist develop and execute a strategy for retaining cadre members, track cadre member availability to ensure adequate coverage at all times.
- In coordination with ER, identify and activate cadre members based on specific emergency response needs, often with short notice.
- Support ER Cadre activation efforts by providing administrative deployment support: ensure necessary HR paperwork is completed, appropriate background checks are conducted, medical credentialing is in compliance, appropriate travel visas and vaccines are in order and other pre and post deployment related tasks are completed.
- Work with ER and HR teams to develop a process for evaluating cadre members’ performance.
Other Global Program Recruitment Support:
Support broader global program and country teams with their field staffing objectives.
- Plan and conduct searches for a range of international field positions including country directors, program managers, public health and other global health sector professionals.
- Work fluidly within the range of employment categories (consultant, TPN, FTE, PT etc) and within different country settings and labor laws.
- Develop a global candidate pipeline for key roles.
Overall Recruitment Responsibilities (for ER Cadre & Other Global Program Support):
- Employ a mix of online and traditional networking tools and sourcing techniques to attract and engage passive and active candidates.
- Use standardized processes to screen and select the best candidates, complying with relevant employment practices and adhere to any required governmental requirements and/or donor & partner provisions.
- Contribute to building recruitment tools such as interview guides, training, templates and other resources for use by hiring managers and country field offices.
- Draft consulting and employment contracts, determine and negotiate terms.
- Adhere to recruitment best practices, regulations and policies.
- Provide ongoing analysis, in coordination with the Director, Talent Management, of the recruitment process to ascertain bottle necks, identify new recruitment sources, and refine/improve overall hiring strategies and process.
- Responsible for creating effective employee on-boarding programs for global staff as well as for the ER Cadre.
- Support the upcoming launch and use of a new applicant tracking system and conduct ongoing training for hiring managers.
- Support other recruiting and human resource initiatives in line with your interests and the team’s needs.

QUALIFICATIONS
- BA or equivalent preferred
- 3-5+ years equivalent HR generalist/recruitment experience; international recruitment experience /NGO experience a plus
- Spanish, French, or Arabic language skills a plus
- Exceptional interpersonal skills
- Excellent oral and written communication skills; adept communicator; can effectively communicate with candidates from across the globe and possesses strong cultural awareness and sensitivity
- Ability to work overtime and weekends when required to mobilize cadre members in response to emergencies
- Proficiency with an ATS system/database and reporting functions
- Experience developing and utilizing behavioral based interviewing techniques
- Basic knowledge of Federal and State labor law as it relates to hiring
- Familiarity with international staffing and/or international labor laws is a plus
- Familiarity with drafting consulting and employment contracts and managing on-boarding logistics for HQ and remote assignments.
- Proficiency with Windows environment, particularly MS Word & MS Excel
- Must have unrestricted authorization to work in the United States
- Willingness to travel internationally if required
- A strong mission orientation and a desire to work within the emergency response and global health sector
