We are an emerging health systems development organization that is currently in a major growth phase. We are looking for top talent to work on our global portfolio of health financing projects. The candidate should have hands-on design and implementation experience in multiple countries in areas such as: health financing policy and strategy health purchasing mechanisms, resource tracking and mobilization. The candidate should also expect to support ThinkWell’s business development efforts by supporting proposal development.
The incumbent should be prepared to both work solo on smaller engagements, as well as part of a team on larger ones. The ideal candidate will understand how to work effectively with field-based programs and staff who are located in remote locations. The ideal candidate should be a ‘doer’– enthusiastic to shape the growth of a cutting-edge enterprise.
Responsibilities:
The analyst is expected to support health financing programs worldwide. S/he will engage in a mix of activities, some individually and others participating on a team. Potential technical assignments include:
- Provide direct technical assistance and analytical support across a range of ThinkWell projects in areas such as:
- National health insurance design, including overall structure, benefits package development, premium-setting, and claims systems;
- Supporting the development of national health financing strategies including domestic resource mobilization;
- Conducting analyses on fiscal space, benefit-incidence, out-of-pocket spending;
- Providing design and implementation support for performance-based financing systems;
- Conducting a national health accounts exercise;
- Supporting a public financial management strengthening program;
- Supporting ministries of health on budget planning & preparation, budget advocacy, and resource allocation framework development.
- Source data and information through online databases, conduct interviews with stakeholders, and conduct research as required.
- Provide qualitative and quantitative data analysis, for example costing, and government and health sector revenue projections. Create graphics and visualizations of data.
- Produce high quality prose for analytical reports. Provide written input into technical documents, project status reports, and blogs and articles for publication and dissemination on ThinkWell’s website, external sites and at conferences and in journals.
- Contribute to seeking/securing funding to build ThinkWell’s portfolio. Participate in proposal development processes, including desk research, technical input, and proposal writing.
- Based in Washington, DC, the analyst will be based in Washington DC and expected to travel at least 20%-30% of his/her time.
Qualifications:
- Master’s degree or higher in Health Economics, a health financing-related Master’s in Public Health, or 3 plus years of experience if degree is in an unrelated field; a Bachelor’s degree plus additional experience may be substituted;
- Experience of living and working in a low income, or low middle income, country highly desirable
- Exposure to working with ministries of health and finance, and with donors and implementers preferred;
- Fluent command of English; working proficiency in Portuguese, Spanish, or French preferred;
- Willingness to travel is essential, including to low income countries and fragile states.
