The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 6,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000—nine of 10 who work in the field—the Foundation’s global mission is to eliminate pediatric HIV and AIDS by implementing HIV prevention, care, and treatment programs; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.


Job Summary:


The Technical Advisor (TA), Adolescent HIV Prevention and Treatment is a key technical position within the Technical Assistance and Sustainability (TAS) team. The TAS team is one department within EGPAF’s Medical and Scientific Affairs(MSA) unit, which is responsible for technical direction, program implementation, operational research, and monitoring and evaluation at the Foundation. The TAS team has the following primary functions:



  1. To identify, package and document evidence-based, effective programmatic approaches and best practices for scale-up in EGPAF country programs and external information-sharing;




  2. To provide high-quality technical assistance to EGPAF country programs and external agencies, such as governments, NGOs and normative agencies, in a variety of HIV service delivery areas;




  3. To support the implementation of select centrally-managed EGPAF awards.



The TAS team is comprised of technically-focused staff with experience and expertise in a range of HIV-related subject matters, including PMTCT/Option B+, pediatric, adolescent and adult prevention, care and treatment, community engagement, health systems strengthening, and local organizational development, among other areas. The TAS team works in close coordination with other departments within the MSA unit, as well as EGPAF’s 14 country programs.


EGPAF supports a growing portfolio of adolescent-focused HIV, reproductive health, and psychosocial activities across its country programs. The Adolescent HIV Prevention and Treatment (HPT) Technical Advisor serves as the lead adolescent/youth health, prevention and treatment specialist within EGPAF headquarters. This position works with all country programs and across global teams to strengthen EGPAF’s technical leadership and program support in the areas of HPT programming for adolescents living with HIV (ALHIV), adolescent pregnant women, non-infected adolescents and youth, all in support of EGPAF’s mission of elimination of pediatric AIDS throughout all continuum of prevention and care from infancy into adulthood. The TA will work with country programs to build on current program strengths and accomplishments, taking into account the global context, existing stakeholders, and programming opportunities. The TA will lead a coordinated EGPAF approach for Adolescent programming and interventions to enhance the impact of country programs through the expansion of a standardized and comprehensive platform of effective prevention and HPT services for adolescents and youth. The TA will be responsible for maintaining a high level of expertise in global adolescent/youth agenda, issues of adolescent health and youth programming, in particular the areas of HIV prevention, uptake of HIV testing, sexual and reproductive health, antiretroviral treatment with focus on disclosure, adherence and retention in care, and transition to adult care, and keeping EGPAF staff informed of relevant trends and opportunities that relate to EGPAF’s mission. The TA will also serve as a key EGPAF interface with major external HIV prevention, care and treatment organizations and agencies.


Job Responsibilities



  • Provide technical leadership in the area of Adolescent HIV Prevention and Treatment (HPT), which includes:



    • providing evidence-base knowledge and supporton adolescent/youth issues across the foundation




    • leading implementation of the Adolescent Strategy for the foundation




    • promoting innovative evidence-based programming in AdolescentHPT across EGPAF’s programs




    • supporting country teams in the design, implementation and scale up of innovative adolescent/youth interventions and strengthening of the existing components in current programs




    • providing technical assistance, training, and mentoring to support EGPAF’s country programs on adolescent HHPT




    • providing technical assistance to external agencies through EGPAF’s global awards




    • providing technical assistance to already-funded adolescent HHPT programs as part of EGPAF’s global technical assistance program




    • developing high-quality training materials and program tools reflective of updated normative guidelines and evidence, and systematically update technical and other staff on adolescent/youth health (including mental health), prevention andtreatment




    • building organizational capacity in Adolescent HHPT and supporting new business opportunities, including concept development for new funding, technical writing, technical review of new business concepts and proposals




    • keeping abreast of technical and other trends in Adolescent HPT




    • serving as EGPAF point of contact for Adolescent HPT




    • representing EGPAF in external meetings and working groups related to Adolescent HPT





  • Consult on and support evaluation and operations research activities to document the outcomes and impact of Adolescent HPT, as well as in the identification of priority research and gathering evaluation.




  • Contribute to the collection of evidence and documentation of program experiences in Adolescent HPT as well as enhanced knowledge sharing to internal and external audiences around EGPAF’s program experiences including publishing in peer-review journals




  • Participate in various time-bound and standing internal technical/programmatic working groups


    Required Qualifications




  • Masters level education or above with at least 10 years of relevant experience in one or more of the following areas: HIV prevention, care and treatment and/or reproductive health




  • At least 5 years of programmatic experience in resource limited settings




  • Proven experience in adolescent and young adult work




  • Proven experience in providing mentorship and technical assistance




  • Demonstrated knowledge of current global trends, priorities and normative guidelines in adolescent HIV prevention and treatment




  • Experience in behavioral and psychosocial fieldsa plus




  • English language is must, additional languages (e.g. French) a plus




  • Experience working within the framework ofPEPFAR, Global Fund, and WHO programming preferred
