Proposed rationale and context of the assignment:
UNICEF has established a Digital Governance Framework, which includes an initial set of digital policies and standards. The digital governance work is a foundation piece of UNICEF’s Digital Transformation Project, which includes a new content strategy and a new approach to underlying technologies that support UNICEF’s digital ecosystem.
The digital governance work for UNICEF focuses on the implementation of the newly established digital governance framework.

Responsibilities:
Capacity building for digital communications (45%)
- Create an actionable strategic plan to implement a learning program for digital communications to support UNICEF’s staff both in Headquarters, Regional and Country Offices.
- Coordinate digital learning with training specialists and subject matter experts by identifying learning needs, developing training material, and conducting training based on the requirements of the Digital Transformation Project.
- Monitor and evaluate effectiveness of training programs to continually improve staff capacity in digital communications.
- Keep up to date with the changes of UNICEF’s digital presence to ensure that the web policies and standards meet the organization’s needs and vision.
Regulatory work (30%)
- Support the issuance and development of policies and standards based on the process identified in the digital governance framework.
- Assist in identifying gaps in policies, standards and guidelines and developing these for UNICEF’s public-facing websites, social media channel and mobile applications.
- Co-facilitate working sessions to collectively author policies, standards, and guidelines with subject matter experts.
- Once the policies and standards are in place, participate in the evaluation of UNICEF’s online properties with regards to reputational or security risks for the organization. Work with the site owners to address the risks and comply with the policies and standards.
- Support communication activities such as webinars and briefing sessions to socialize new procedures, policies, standards, SOPs and guidelines.
Support (20 %)
- Actively participate in the management of UNICEF’s Digital Community of Practice, Digital Labs, including:
- Maintenance of Digital Labs internal website with resources and information on different aspects of digital communications
- Actively participate in Yammer Group
- Participate in planning sessions on Focus-month and other activities
- When needed cover the Governance support desk which provides guidance to staff about the creation and maintenance of UNICEF public-facing websites, social media channel and mobile applications.
- When needed monitor the Brand abuse dashboard and coordinate any required urgent action.
Other (10%)
- Participate in the Digital Transformation Project when relevant (governance, capacity building).
- Provide support for the meetings of the Digital Council and of the Digital Transformation Project Board in its role as the most senior Digital Governance body.
- Other responsibilities as needed
Qualifications or specialized knowledge/ experience required:
- University degree in journalism, communication, public relations, social sciences, management, project management, information technology or other relevant field; or equivalent professional work experience,
- Excellent communication skills both in writing and face-to-face
- Minimum 5 years of professional experience
- Proven experience in teaching, training or other capacity building activities
- Strong organizational and detail oriented skills
- Self-motivated and results oriented
- Strong knowledge of digital communications: both websites and social media
- Experience with providing support to users, be it for digital communications or another field
- Familiarity with elements needed for creating and maintaining a web presence, including CMS, hosting, design
- Experience of managing/contributing to website and/or social media account, other than for personal use
- Experience of organizing workshops or working sessions
- Experience with and/or desire to work in a non-profit organization preferred
- Proven ability to deliver under tight deadlines
- Knowledge of another UN official language a plus
- Proven ability to work as part of a team
