Essential Job Duties/Scope of Work:


International Medical Corps is seeking a Grants/Financial Manager (Business Official) to oversee all aspects of grants and financial management for a global emergency response project focused on strengthening capacity and supporting rapid response to public health emergencies, infectious disease outbreaks, and humanitarian crises. The position is contingent upon successful bidding and donor agreement.


ROLES AND RESPONSIBILITIES


•Using extensive knowledge of CDC regulations, administer grant requirements and act as the designated International Medical Corps representative in matters related to grant award management and administration.


•Establish standards and procedures to ensure the program’s effectiveness and efficiency, maintaining compliance to International Medical Corps and donor policies and procedures.


•Develop, review and provide guidance on sub-grants, to ensure compliance with donor and International Medical Corps regulations and policies.


•Conduct training and capacity building for International Medical Corps sub-grantees as required.


•Monitor grant budgets to ensure compliance with donor requirements. Review and provide guidance on significant procurement actions undertaken with donor funds.


•Develop monthly pipelines, ensure cash flow, and monitor burn rates (under and over spending of grants).


•Review sub-grantee’s financial reports for compliance with project performance and budget.


•Prepare quarterly and interim grant financial reports per CDC requirements.


•Build capacity and provide on-job training to finance staff on grant accounting and management.


•Network with stakeholders (staff, CDC, and HQ) and ensure accurate financial information is disseminated timely and response and feed backs are followed and action taken.


•Ensure the appropriate use of funds awarded and the performance of the grant-supported activities as specified in the approved application. Conduct due diligence to ensure that that CDC funds are not diverted from their development purpose outlined in the grant and are not vulnerable to corruption.


•Maintain grant files with all key related information/documentation for awarded instruments, including but not limited to, grant documents, extensions, modifications, contracts, sub-awards, MoUs, key correspondences, and other relevant documents.

As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Qualifications:


To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.


•A post-Graduate degree in Business, Accounting, Finance or related field relevant to the position requirements.


•At least 5 years of experience with development grants and contracts management for large complex international development projects.


•Strong background in accounting and budget analysis.


•Strong working knowledge of CDC donor regulations and requirements


•Proven team skills and ability to work in a fast-paced and time-sensitive environment
