Background & Rationale


UNICEF is embarking on the development of its next Strategic Plan for the period 2018-2021, which will help maximize the Organization’s impact for children by a) aligning the work of different parts of the organization around common goals and strategies and establishing a common measurement framework; b) helping the organization make strategic choices and c) creating a more comprehensive narrative on what UNICEF aims to achieve for children. The Strategic Plan will articulate the results for children that UNICEF aims to contribute to by 2030, in line with the Sustainable Development Goals, other global goals and priorities, UNICEF’s contribution to achieving these results and how this will be assessed.


Child Protection will be an important component of the next UNICEF Strategic Plan. Expected results for child protection will need to be clearly articulated at output, outcome and impact levels – in line with theories of change – and global indicators will need to be identified to measure progress over the Strategic Plan period. In addition, UNICEF Country Offices are required to report on a set of ‘Strategic Monitoring Questions’ (SMQs) on an annual basis, which informs global indicators. These questions will need to be revised in light of the next Strategic Plan. There is also a need to identify any additional standard indicators that may be needed for Child Protection (apart from those in the Strategic Plan) and to revise coding to track expenditure on child protection programmes, which will be reflected in UNICEF’s performance management information system.


Purpose


The consultant will provide technical support to the development of the results framework for the child protection component of the next UNICEF Strategic Plan. S/he will also identify associated Standard Monitoring Questions, standard indicators and coding for monitoring and reporting of UNICEF’s performance management information system on programme results and expenditure. The consultant will also provide ad hoc technical support as required to other M&E initiatives in the Child Protection Section, including theories of change, global results frameworks, monitoring frameworks and global evaluations related to child protection.


Expected results:


Under the supervision of the Head of the Planning and Evidence Building Team in the Child Protection Section, and in collaboration with the Associate Director and technical focal points in the Child Protection Section, Programme Division Director’s Office, the Data and Analytics Section at UNICEF Headquarters and Regional Child Protection Advisers, the consultant will be responsible for:



  • Developing a results framework for the child protection component of the 2018-2021 UNICEF Strategic Plan, including result statements, indicators, associated data sources and frequency/periodicity of data collection and baselines, as well as any other information required




  • Developing/revising programme coding to track Child Protection expenditures globally




  • Identifying any additional indicators – beyond those in the Strategic Plan – that should be included for child protection in UNICEF’s performance management information system and identify associated data sources and baselines




  • Developing and overseeing a process for testing the feasibility and validity of these indicators at country and global levels and finalizing the indicators accordingly




  • Developing/revising Standard Monitoring Questions that Country Offices will respond to on an annual basis




  • Developing guidance for country offices on monitoring and reporting on the Strategic Plan indicators, any additional standard indicators and Standard Monitoring Questions




  • Providing any additional M&E support to the Child Protection Section as required, including technical support to development of other global results frameworks, M&E frameworks and evaluations



Duty Station


New York based. No travel is envisioned.


New York-based. The consultant may be expected to travel for face to face meetings and ROs, as determined by the deliverables


Timeframe:


Start date: Preferably 1st August, 2016 and End Date of 31st January 2017


Deliverables:


Progress report with key tasks and results achieved outlined on the expected results above end of each month.


Key competences, technical background, and experience required Deadline



  • Advanced University Degree in Social Sciences, Development Studies, Economics, Demography or similar degree




  • A minimum of 8 years progressively responsible professional work experience at national and international in programme planning, monitoring and evaluation




  • Demonstrated experience in designing theories of change, results frameworks, M&E tools and strategies




  • Strong and demonstrated writing/drafting skills essential




  • Excellent organizational skills and ability to prioritize and manage multiple tasks within agreed deadlines and with attention to details and often under tight deadlines




  • Good inter-personal and communication skills




  • Experience of issues related to child protection an asset




  • Experience working in the UN or other international development organizations, preferably in a country office, an asset
