Background:


Coordinating Comprehensive Care for Children (4Children) is a five‐year USAID‐funded project implemented by a consortium of organizations led by Catholic Relief Services with partners IntraHealth, Maestral, Pact, Plan and Westat. 4Children is designed to improve health and wellbeing outcomes for orphans and vulnerable children (OVC) affected by HIV and AIDS and other adversities.4Children’s work utilizes global evidence establishing that HIV and other adversities are best prevented and addressed when families and children have access to both high quality health and social welfare services. The project supports systems and structures at country and regional levels to implement evidence-based interventions that protect against risk, interrupt cycles of vulnerability, and build pathways to resilience leading to an AIDS Free Generation and contributing to overall improvements in quality of life and productivity for vulnerable children and their families. Catholic Relief Services is seeking qualified candidates for the position of Senior Technical Advisor, Household Economic Strengthening to provide technical assistance supporting 4Children program design, planning, implementation, monitoring and evaluation. The primary role of the Senior Technical Advisor, Household Economic Strengthening is to provide technical assistance to 4Children’s USAID mission buy-ins supporting programming for orphans and vulnerable children, and to provide technical leadership and guidance on household economic strengthening interventions for vulnerable children worldwide. The Senior Technical Advisor, Household Economic Strengthening will provide leadership in the development and utilization of relevant strategies, guidelines, tools, and learning agendas, and in the documentation and dissemination of best practices. Leadership and technical excellence will be provided through in-country and virtual technical assistance, and through contributions made to project proposal development, project implementation and monitoring and evaluation.


Responsibilities and Duties


Program Quality:


Provide leadership, guidance, and technical assistance in OVC programming, with a particular emphasis on household economic strengthening, with particular emphasis on increasing the capacity of AIDS affected households to access and utilize HIV prevention and treatment services and mitigate the impact of HIV and AIDS.


  • Provide technical leadership and direction for relevant global and core activities, ensuring they meet the highest technical standards, adopt innovative programmatic approaches, and contribute to the program’s strategic objectives

  • Provide overall quality assurance on technical design and implementation of buy-in supported country programs, ensuring that project assistance is technically sound and appropriate, including the development and delivery of related capacity building and training support

  • Ensure that relevant program monitoring and evaluation systems, technical reviews, and the documentation and dissemination of best practices and lessons learned, capture timely, high quality information and utilize data to inform decisions and foster learning and innovation

  • Lead the monthly, quarterly, and annual planning, monitoring, and reporting on related activities and projects, in close collaboration with USAID, consortium members and project partners, and working with relevant 4Children Program Specialists

Representation and Advocacy:


Serve as key liaison with USAID, international agencies, host country government counterparts and agencies, consortium members and other key stakeholders


  • Actively liaise with USAID and cultivate strategic relationships and alliances with relevant global and regional multilateral and international agencies, bilateral donors, NGOs and other civil society partners, host country government partners, key stakeholders and other organizations to maximize and leverage resources and avoid duplication of effort

  • Serve as primary contact to USAID and other international stakeholders

  • In collaboration with CRS country offices and Consortium Members, strengthen linkages with key stakeholders in targeted countries

  • Support the program communication strategy, including compliance with USAID branding and marketing requirements as well as CRS marketing and communication procedures

Management and Supervision


  • The STA has no supervisory responsibilities

Qualifications:


  • Master’s Degree or higher in social work, one of the social sciences, international development/affairs, public health, or a closely related field

  • 10 or more years of experience including – Experience designing, implementing and managing country-level initiatives in household economic strengthening– Experience providing technical assistance and support in one or more core areas of OVC programming preferably in support of PEPFAR funded programming in low resource settings. – Solid knowledge of social protection, microenterprise, and household economic strengthening instruments and frameworks

  • Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams

  • Experience engaging effectively with USAID, PEPFAR, and other bilateral agencies; the United Nations and other international agencies; host-county governments and counterparts; and other key stakeholders

  • Ability to travel extensively internationally

  • Excellent English language oral and written communication skills; fluency in French, Spanish, Portuguese, or Arabic a plus
