Job Summary:
The position holder is a team member responsible for systemic improvements to CRS’ standards, staffing, and systems for supply chain management in the field. Improvements are based on overall Agency strategy and the role of material resources in that strategy. In addition, s/he supports team members fulfilling a variety of other supply chain field support functions including technical assistance to particular projects.
Responsibilities:
- Develops, and provides deployment support to, evidence-based, practical policies and standards that promote best practices and compliance:
- Analyses audits and other assessments
- Tracks donor requirements
- Incorporates learning and best practices of CRS and industry
- Works with HR to rationalize organizational issues around supply chain and to identify knowledge gaps in supply chain staff, develops competencies and learning material in conjunction with Instructional Designers. Organizes training events and delivers training as appropriate. Evaluates the effectiveness of the Agency SCM capacity building program and makes changes accordingly. Maintains a roster of consultants able to fill short-term capacity gaps.
- Is the technical lead for development and implementation of information systems for Supply Chain Management, in collaboration with team, the Global Knowledge and Information Management Department (GKIM) and appropriate HQ- and field-based staff.
- Creates tools that enable field programs to win funding for and to implement high quality standards for SCM programs that balance growth and risk. Develops PPRs, case studies, after action reviews.
- Backstops HQ team members in their respective responsibilities, mainly including providing technical assistance to the field.

EXTERNAL: Representatives of PVOs working on commodity management issues; USAID, USDA and other public donors
Qualifications:
· Master’s degree in related field preferred; Bachelor’s required.
· Ten years international development management experience, including five working in a developing country.
· Extensive hands-on experience with supply chain management in Africa. Experience with USG commodities including food preferred.
· Experience with global information systems for supply chain.
· Experience in adult education and training desired.
· Fluency in English required; working ability in French strongly preferred
· Ability to travel overseas for assessments, training and technical assistance to field programs.
· Excellent interpersonal, oral and written communication and analytical skills.
· Working fluency with Microsoft Office software (Word, Excel, PowerPoint, Outlook, and Internet) required.
Physical Requirements/Environment:
· Normal conditions for an office environment
· Willingness and ability to travel overseas, including difficult environments
