Plans and coordinates the establishment of an impaired driving task force and the development of programs and activities to reduce traffic accidents; develops educational and informational materials, and conducts training; serves as the Police Department’s liaison with other government and community agencies on matters related to the impaired driving program; and performs other related duties.
Special Working Conditions : Available to work flexible hours and have access to insured vehicle for traveling as it relates to program activities. Must be able to travel islandwide and out-of-state.
Examples of Duties:
- Serves as the Police Department’s liaison with community organizations and other government agencies on all matters related to the County’s impaired driving program.
- Facilitates the establishment of a community based task force; collaborates with organizations and other government agencies to develop a strategic plan to reduce the number of motor vehicle related deaths and injuries caused by drinking and driving.
- Initiates and maintains regular contact with community and private agencies to encourage support and participation in the various prevention campaigns and impaired driving program activities; works closely with groups to ensure that the programs remain viable.
- Researches available grants to fund program activities; prepares and submits applications; monitors grant requirements and activities to ensure attainment of goals.
- Maintains data relative to impaired driving, traffic violations, and traffic accidents; analyzes data to identify traffic safety concerns; prepares reports of recommendations.
- Provides assistance to other government agencies to develop training curriculum and coordinate training sessions for traffic safety programs.
- Develops and prepares training materials for presentations; plans and coordinates and/or conducts training sessions or informational meetings for various government and community organizations; coordinates logistics.
- Evaluates and makes recommendations on intoxilyzer program policies and procedures; assists supervisors to purchase and maintain intoxilyzer inventory of equipment and accessories.
- Travels out-of-state to attend training, workshops, and meetings to keep abreast of traffic safety programs and other related issues.
- Reviews and monitors the Administrative Revocation Procedures and activities; recommends revisions or new procedures to improve conviction rates.
- Evaluates the traffic violation notification system; receives and reviews traffic violation complaints and prepares follow-up correspondence to the registered owner of the vehicle.
- Prepares administrative and statistical reports; maintains files and records.
- Performs other related duties as assigned.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience substantially equivalent to:
- graduation from an accredited college or university with a bachelor’s degree in business administration, public administration, administration of justice, education, psychology, sociology, or a related field; and,
- two (2) years of work experience in conducting training or educational workshops, facilitating community group activities, or researching and preparing grant applications; and,
- possession of a valid State of Hawai’i driver’s license (Class 3) or any other valid comparable driver license by the closing deadline. You will be required to submit your driver license at time of the job interview, and
- a good driving record. At time of interview, applicants shall submit a current traffic abstract verifying no DUI convictions, license revocations, or suspensions for three (3) years preceding and no moving violations for one (1) year preceding. A current traffic abstract is valid for 30 days from date of issuance by the district court.
Examination : All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.
Knowledge of: Public relations; principles of motivation and group dynamics; research methods and techniques; methods for evaluating and analyzing facts, information, and issues to resolve problems; hazards and safety precautions in operating a motor vehicle; grant writing; report and letter writing; government organizations and functions.
Ability to: Plan, organize, coordinate, and facilitate group activities, meetings, and training sessions; develop educational and training programs and materials;
conduct training sessions; summarize data, analyze facts and information, make sound recommendations; communicate effectively orally and in writing; prepare clear and concise reports; establish and maintain good working relationships with personnel from government, community, and private agencies; deal tactfully and effectively with County officials, employees, and the public; operate personal computer and various software applications.
