Human Resources Specialist II - Texas Department of Transportation - Brownwood, TX

Performs responsible human resources related work for the Human Resources Division in the Brownwood District. Work involves sensitive information and communication that requires confidentiality. Work requires contact with management, employees, retirees, health care providers, state and federal agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Duties


The essential duties for this job include:
Assists and administers human resources actions in the PeopleSoft system.

Conducts employee forums, new employee orientation, annual enrollment, meetings and other human resources training; drives to perform duties.

Enters and retrieves personnel transactions and insurance information using automated systems.

Files and maintains employment applications, personnel records and related files.

Informs employees of change affecting pay and benefits.

Interprets human resources policies, procedures and pertinent state/federal rules and regulations.

Keeps abreast of applicable rules, regulations, policies and procedures.

Prepares, reviews, monitors, audits, explains and processes correspondence, reports, forms, transactions and maintains confidentiality of sensitive issues.

Provides backup and assists other Human Resources personnel.

Provides information, answers questions and advises employees, supervisors, managers, districts, division and offices on human resources policies and procedures.

Responds to inquiries and complaints regarding human resources policies and procedures.

Screens employment applications and assists supervisors with hiring process.

Assists with job vacancy and closure notices.

Performs other job responsibilities as assigned.

Education


This job requires the following:
Bachelor’s Degree

Additional Human Resoures experience may substitute for education on a year per year basis.

1 year in Human Resources-related work activities

Additional Human Resources experience may be substituted for Education on a year per year basis.

(Experience can be satisfied by fulltime or prorated parttime equivalent)
