DEPARTMENT DESCRIPTION:


The Human Resources & Administration Department provides human resources planning, recruitment & retention services, staff development, performance management, compensation & benefits, employee relations, workforce planning, volunteer program management, and regulatory compliance. The Administration function provides general office, administrative, and technology support to headquarters staff.


PRIMARY PURPOSE OF THE POSITION:


The International Recruiter is responsible for owning and leading the initiative to connect great people to great jobs at its headquarters and international field locations. The International Recruiter will utilize a wide variety of proactive strategies including passive candidate sourcing techniques, developing and maintaining pipelines of top talent qualified candidates to fill future vacancies and for emergency response purposes.


MAJOR AREAS OF ACCOUNTABILITY


PRIMARY DUTIES/RESPONSIBILITIES:


  • In consultation with hiring managers, develop and implement strategic sourcing and recruitment plans.

  • Identify potential candidates through creative strategies including web sourcing, data mining, networking, research, and candidate referrals.

  • Utilize the applicant recruitment database Jobvite to screen resumes and identify qualified candidates for assigned international field positions.

  • Conduct interviews with candidates; provide results and comments of interviews to hiring manager and make recommendations.

  • Check references and initiate background checks of applicants; disseminate reference check information to appropriate staff.

  • Stay in regular communication with candidates throughout the recruitment cycle.

  • Issue employment agreements and ensure that all required paperwork is complete.

  • Record all recruitment activities and statistics in recruitment database.

  • Assists in maintaining contact and screening of pipelines and Rapid Response Team (RRT) roster members.

  • Work on recruitment related projects that align with department strategic objectives, including: assist in implementing strategies to continuously develop ARC’s talent pipeline in advance of need; recommend system improvements to current recruitment processes to ensure streamlined, cost effective, high quality services are provided.

  • Research and recommend new sources for active and passive candidate sourcing.

  • Develop timely and comprehensive reports.

  • Participate in recruitment goal-setting and implementation tasks.

  • Network with and learn from key players inside and outside of the industry.

  • Perform other duties as assigned by the Human Resources Manager.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:


  • Minimum of 2 years of human resources and recruitment experience, or related experience.

  • Bachelor’s degree required.

  • Direct sourcing experience with a demonstrated ability to build a pipeline of qualified candidates.

  • Demonstrated experience and proficiency using databases and internet mining techniques.

  • Remote hiring experience preferred.

  • Experience with an applicant tracking system a plus.

  • Strong interpersonal skills and extensive experience conducting interviews.

  • Excellent oral and written communications skills.

  • Excellent listener; able to formulate strategic questions.

  • Strong negotiation skills.

  • Excellent organizational and interpersonal skills; ability to prioritize multiple tasks, meet deadlines, and be flexible.

  • Microsoft Office skills required.

  • Understanding of international global political issues and forces helpful.
