CARE is seeking a Technical Advisor for Sexual, Reproductive & Maternal Health (SRMH), Integrated Programs, who will provide key programmatic, technical and resource mobilization support for selected SRMH activities primarily, but not exclusively, in the West Africa region. Responsibilities will include providing key technical support for the design, implementation and evaluation of integrated SRMH programming (integration may include HIV, immunization, food and nutrition, climate change). Under the leadership of our West Africa focal point, responsibilities will include working closely with select countries in the region, as well as regional units and CARE Member Partners, to support quality program design, implementation, evaluation, and scale up of core approaches and models. This will require knowledge of, and experience with, health systems in low resource settings in West Africa, quality improvement, social accountability and participatory learning approaches, community-based research and evaluation, and expertise in sexual, reproductive and maternal health programming. In addition to ensuring program quality through support for design and implementation, the incumbent will be responsible for representing programs to key donors and partners as needed, identifying opportunities for partnership and funding, and supporting development of new proposals for funding, including collaborating on program design and writing of technical proposals and concept notes.
Exceptional skills working cross-culturally to support program design and implementation, and proposal development in sexual, reproductive and maternal health required. Incumbent must demonstrate fluency in French, and have outstanding writing skills, in depth knowledge and expertise in SRMH, excellent communication and presentation skills; and experience in proposal development for both large and small donors, including demonstrated success in contributing to winning proposals.

Qualifications:
• Master or post-graduate degree in reproductive and maternal health, public health, development, or behavioral/social sciences or similar field;
• 3-5 years’ experience in a relevant position;
• Experience designing and implementing health related programs in developing world contexts;
• Experience in integrated health, maternal and newborn health, comprehensive reproductive health, community-based research, or some combination of above;
• Experience in partnership building, collaboration and negotiation;
• Experience working in the West Africa context;
• Experience developing proposals for USG or other bilateral donors, as well as corporate or private donors;
• Strong background in SRMH;
• Knowledge of epidemiological methods, behavior and social science theories and concepts, and program evaluation;
• Strong skills in program design and implementation;
• Evidence of excellent writing skills (e.g. publication or presentation record);
• Ability to communicate effectively in oral and written formats;
• Proficiency in WORD, Excel, PowerPoint and SPSS or SAS or STATA;
• Both French and English verbal and written communication proficiency.
