Purpose of the Position


In an effort to measurably improve UNICEF’s ability to deliver better results for children, and to also support the Human Resources transformation strategy, the Division of Human Resources (DHR) is embarking on a transformational process in a number of key areas, including a robust Performance Management and Career Development and a fast and effective talent acquisition, management and recruitment. DHR will partner with line managers and share ownership and accountability for people management on the basis of clearly defined roles and responsibilities. DHR client service will be more direct, more consistent and better resourced across all regions and countries.


Under the overall guidance of the Deputy Director, the HR Manager (Case Management) is responsible for providing advice and support to senior management on complex and sensitive people management and human resources cases in the organization. S/he will work closely with the senior HR management team, and liaise with various work units within the HR system. S/he will also collaborate with the HR Manager (Performance Consulting and Case Management) and oversee the work of a supporting HR Analyst (Case Management) at the junior professional level (P-2).


Key Expected Results


-Review and advise DHR senior management on complex and/or sensitive people management (excluding performance management) and human resources cases;
-Ensure effective management of the cases and good quality of services provided to clients; lead the analysis of documents, data and other inputs from relevant sources as well as research on regulations, rules, policies, and precedents in order to handle the cases properly and effectively; collaborate and coordinate with different teams/units in the UNICEF HR community and beyond;
-Establish Standard Operating Procedures (SOP) for case management with focus on client orientation;
-Proactively engage with HR business partners and line managers on fostering good people management across the organization and preventing people management issues, for example through the creation of learning modules and speaking at management meetings;
-Monitor, analyze, and periodically report on cases;
-Research and keep up-to-date on good practices and industry standards in people management and HR management;
-Contribute to review and/or development of policies, guidelines, and processes in DHR;
-Foster collaboration and knowledge sharing in DHR and the wider HR community, for example through active participation in the HR community of practice.


Qualifications of a Successful Candidate


-An advanced university degree (Master’s) in Human Resources Management, Business Administration, Psychology, Law, Social Sciences, or a related technical field(s) is required.
-Professional certification or additional training in relevant areas is desirable.
-A minimum of eight (8) years of progressively responsible experience in Human Resources Management, Administration, Operations, Change Management, Law or Client Services Management is required.
-Prior experience in dealing with confidential issues and/or complex/sensitive cases relating to people management is highly desirable.
-International experience is highly desirable.
-Fluency in English (written & verbal) is required. Fluency in French is a strong asset. Knowledge of an additional UN Language (Arabic, Chinese, Russian, Spanish) is an asset.
