Duties
Duties:
This position is located at the Fargo Regional Office, Veterans Benefits Administration, Dept. of V. A., Fargo, ND and the major duties are:
Serves as a representative of the Office of Information Technology (OIT) organization in the assurance of the Department’s mission and complies with VA policies.
Provides client application support for various devices.
Monitors systems device utilization and develops system configurations for new and existing equipment.
Performs systems maintenance and repair activities, as well as hardware/software enhancements.
Supports the operation of systems/pilot testing of new systems in accordance with documented procedures established in VA.
PHYSICAL REQUIREMENTS: Individuals must have the ability to lift computer equipment weighing up to 50 lbs. Duties may require lifting, carting and carrying computer equipment such as monitors and printers weighing 20-40 pounds. Asking assistance from other specialist to help with lifting is encouraged. There may be limited crawling space under desks and behind areas to gain access to equipment.
Promotion Potential : The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Specialized Experience :
For GS-09: Applicant must meet one of the following to qualify for the
GS-09 level:
- Master’s or equivalent graduate degree or 2 years of
progressively higher-level graduate education (36 semester hours, 54 quarter
hours or the equivalent) leading to a master’s or equivalent graduate degree in
computer science, information science, information systems management,
mathematics, statistics, operations research, or engineering, or course work
that required the development or adaptation of computer programs and systems and
provided knowledge equivalent to a major in the computer field.
OR
- One year of appropriate specialized experience equivalent to at least
the GS-07 level that demonstrates knowledge of computer requirements and
techniques in carrying out project assignments consisting of several related
tasks, such as typically is the case in development of minor modifications to
parts of a system on the basis of detailed specifications provided. To be
creditable, assignments must have involved completion of the following, or the
equivalent:
Analysis of interrelationships of system components,
Planning
the sequence of actions necessary to accomplish the assignment, and
Personal
responsibility for at least a segment of the overall project.
This level of
work typically would have been performed following established methods and
procedures or detailed instructions; using some judgment in applying analytical
techniques, and would have required a good general working knowledge of ADP
principles and methods.
For GS-11: Applicants must meet one of the
following to qualify for the GS-11 level:
- Ph.D. or equivalent doctoral
degree or 3 full years of progressively higher-level graduate education (36
semester hours, 54 quarter hours or the equivalent) leading to such a degree in
computer science, information science, information systems management,
mathematics, statistics, operations research, or engineering, or course work
that required the development or adaptation of computer programs and systems and
provided knowledge equivalent to a major in the computer field.
OR
- One year of appropriate specialized experience, equivalent
to at least the GS-09 level that demonstrates accomplishment of computer
project assignments that required a range of knowledge of computer requirements
and techniques; i.e., on the basis of general design criteria provided,
experience in developing modifications to parts of a system that required
significant revisions in the logic or techniques used in the original
development.
To be creditable , accomplishments normally would have
involved the following, or the equivalent:
Knowledge of the customary
approaches, techniques, and requirements appropriate to an assigned computer
applications area or computer specialty area in an organization;
Planning
the sequence of actions necessary to accomplish the assignment where this
entailed coordination with others outside the organizational unit and
development of project controls; and
Adaptation of guidelines or precedents
to the needs of the assignment.
AND:1. ATTENTION TO DETAIL :
Applicants must be able to review moderately complex data from multiple sources
and determine relevant information to a given situation. Draft, edit, and
disseminate written reports and status updates that are factual, timely and
relatively error free.
2. CUSTOMER SERVICE: Maintains relationships
with customers with diverse needs. Provides moderately technical or complex
information about products and services. Assesses customers’ needs and
identifies products and/or services to meet their needs. Resolves fairly complex
or non-routine problems, questions, or complaints; directs the most complex
problems, questions, or complaints to the appropriate person.
3. ORAL
COMMUNICATION: Communicates, explains or defends complex information
technology ideas and information clearly and adapts to the audiences level of
knowledge. Thoughts are well organized. Listens to others, and recognizes
potential mis-communications.
4. PROBLEM SOLVING: Uses logic to identify alternatives to solve
complex or sensitive technological problems; anticipates problems and identifies
and evaluates potential sources of information and generates alternatives to
solve problems where precedents do not exist.
