DESCRIPTION
The State of Florida seeks a highly responsible individual to manage, direct and supervise the activities of the Inspector General for the Department of Military Affairs (DMA). This is a Senior Management Service (SMS) position required to enhance the performance of the DMA by improving the efficiency, effectiveness, and productivity of the DMA’s operations. The incumbent is responsible to provide the agency head (The Adjutant General-TAG) with objective information on departmental operations. This is a critical position that maintains audit surveillance over an extremely broad management network and provides assistance to the TAG by review and audit of program areas for compliance with established goals, as well as, laws, rules, and organizational procedures.
Pursuant to Chapter 20.055(4), Florida Statutes, in order to ensure that state agency audits are performed in accordance with International Standards for the Professional Practice of Internal Auditing, the Inspector General or the Director of Auditing within the Inspector General’s Office shall possess the following :
a. A bachelor’s degree from an accredited college or university with a major in accounting, or with a major in business which includes five courses in accounting, and 5 years of experience as an internal auditor or independent post auditor, electronic data processing auditor, accountant or any combination thereof;
or
b. A master’s degree in accounting, business administration, or public administration from an accredited college or university and 4 years of experience as required in paragraph (a);
or
c. A certified public accountant license issued pursuant to Chapter 473 or a certified internal audit certificate issued by the Institute of Internal Auditors or earned by examination, and 4 years of experience as required in paragraph (a) of this section of the IG Act.
Further, the Inspector General may not hold or be a candidate for an elective office of the state while inspector general, or may not hold office in a political party or committee. The Inspector General must have a 4-year degree from an accredited institution of higher learning or have at least 5 years of experience in at least one of the following areas:
Inspector General
Supervisory experience in OIG or a similar investigative public agency
Local, state, or federal law enforcement officer
Local, state, or federal court judge.
Senior-level auditor or comptroller.
The administration and management of complex audits and investigations.
Managing programs for prevention, examination, detection, elimination of fraud, waste, abuse, mismanagement, malfeasance, or misconduct in government or other organizations.
An advanced degree in law, accounting, public administration, or other relevant field may substitute for 1 year of required experience.
The IG should possess at appointment, or obtain within the first year, a certification from the Association of IG as a certified inspector general. IG should have at least one other professional certifications, like certified-IG investigator, certified IG auditor, certified public accountant, certified internal auditor, certified governmental financial manager, certified fraud examiner, certified financial crimes investigator, or other certification, or be a licensed attorney.
DUTIES INCLUDE:
Managing, directing and supervising the activities of the Office of the Inspector General; planning, performing, reporting and reviewing all classes of audits and investigations in accordance with the International Standards for the Professional Practice of Internal Auditing on a statewide basis, reporting directly to the Chief Inspector General.
Developing long-range audit plans that are approved by the agency head and submitted to the Chief Inspector General.
Keeping the Chief Inspector General informed concerning fraud, abuses, and deficiencies relating to programs and operations administered or financed by the state agency, recommending corrective action plans concerning fraud, abuses and deficiencies,
and
reporting on the progress made in implementing the plans.
This position manages complex, confidential and independent investigations into allegations against the agency’s employees for violations of statutes, administrative rules or agency policy.
This position is also responsible for administration of investigations into complaints or information that fall within the definition provided in Chapter 112.3187(5), the Whistle blower’s Act, and in accordance with standards adopted by the State of Florida Inspectors General community; directs and evaluates programs designed to measure the effectiveness of the agency programs; directs management and administrative reviews of agency programs; and assesses the efficiency of the organizational structure, functions and operating policies of the agency.
Duties also include representing the agency in working with the Auditor General’s Office, ensuring that the agency fulfills its obligation related to audits conducted by staff in the Auditor General’s Office. The incumbent will make recommendations to the TAG for operational corrective action, policy revision, structural change, personnel action, and/or other modifications as a result of investigations and studies. This position serves as a liaison with the Governor’s Chief Inspector General, federal, state and local law enforcement agencies.
