AECOM has for more than 60 years been working with clients in the public and private sectors to help improve lives and contribute toward sustainable economic growth in developing countries. AECOM is among the world’s largest International Development service providers making a difference in more than 150 countries.


We are currently preparing to bid for the upcoming, five-year, Washington DC-based USAID Climate Risk Management Project, which will support integration of climate change in Agency programming, learning, policy dialogues and operations. This includes both climate change mitigation and adaptation across all the sectors in which USAID works including, food security, health, water, economic growth, democracy and governance, disaster risk reduction, infrastructure, humanitarian assistance etc. Principal tasks include: (1) Support for Climate Risk Management for Missions and Bureaus; (2) Support for Internal Communications, Capacity Building & Fact Sheets; and, (3) Support for Learning and Thought Leadership for Climate Integration.


We are seeking candidates for the following positions to be part of our team:


Program Manager:


The Program Manager is responsible for project mobilization, quality control and problem resolution in accordance with the contract and will be the primary person of contact with USAID. You will have significant experience in successfully implementing large-scale development projects in climate change mitigation or adaptation, as well as high-level skills in strategic planning, management, supervision and budgeting.


Climate Risk Advisor:


The Climate Risk Advisor will provide overall coordination and technical support on climate risk assessment and will have proven experience in climate risk or vulnerability assessment or climate change adaptation in a developing country context. In particular, you will ensure the successful approach and deliverables across all the Delivery Orders providing analytical support on implementation of Executive Order 13677.


Capacity Building and Communications Advisor:


The Capacity Building and Communications Advisor will provide overall coordination and technical support on training, capacity building, and communications. Proven professional communications skills required producing knowledge management and communication products for print and online. You will ensure the successful approach and deliverables across all the Delivery Orders to build USAID capacity for climate risk management and climate change integration.


Minimum Requirements


Program Manager must have the following minimum set of qualifications:



  • At least 15 years of professional experience related to the successful implementation of large and complex development projects in climate change mitigation or adaptation;




  • Proven leadership in the management of large international donor support programs with skills in strategic planning, management, supervision and budgeting;




  • A master’s or higher degree in a relevant field of study, such as environmental management, natural resources management; economics, public policy; natural, earth, or physical sciences; engineering; business administration; governance; disaster management; or other related field;




  • Demonstrated skills in building, mobilizing, and managing multi-disciplinary teams;




  • Excellent inter-personal and communications skills;


    Climate Risk Advisor must have the following minimum set of qualifications:




  • At least 10 years of experience in climate risk or vulnerability assessment or climate change adaptation in a developing country context;




  • At least a master’s degree or a higher degree in a relevant field of study, such as environmental management, agriculture, fishery, spatial planning, economics, public policy; natural, earth, or physical sciences; engineering; business administration; governance; climate change, climate change adaptation or other related field;




  • Demonstrated understanding of climate vulnerability and risk assessment in a developing country context;




  • Excellent inter-personal and communications skills;


    Capacity Building and Communications Advisor must have the following minimum set of qualifications:




  • Ten years professional communications technical skills required producing knowledge management and communication products for print and online, including professional writing, editing, production, and management for print, and professional writing, editing, production, and management experience for online media including Web, Web 2.0 and social media technologies, such as wikis and blogs.




  • Experience with adult education theory and practice, including relevant media and technology applications, is highly desired.




  • Comprehensive knowledge and work experience in technical, scientific, socioeconomic, and cultural aspects of climate change policy, especially as it relates to climate change and development.




  • Advanced degree in communications or knowledge management, or other relevant field


    Preferred Experience




  • Previous experience working successfully in a cross-cultural, multi-disciplinary team environment with high level interpersonal and communication skills.
