The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).
GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual work planning assistance, and ensures that professional development opportunities are available.
Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.
BACKGROUND:
The Office of Policy, Programs, and Planning (P3) within the Bureau for Global Health (GH) has primary responsibility for GH’s strategic planning, budgeting, programming, and procurement functions. The Office provides leadership, advice, and support for overall strategic direction, resource allocation, and procurement planning. It supports efforts to monitor and promote the effectiveness of programs and the achievement of the Bureau for Global Health objectives, and is integrally involved in performance monitoring and program evaluation.
Under P3 is Global Health Data Analytics Hub. The Hub provides expert technical leadership for GH in the synthesis, analysis, dissemination and use of data for decision-making and strategic recommendations across USAID’s priority areas of global health. The vision for this central unit is to aggregate, organize, manage and synthesize data on global, country and regional trends related to health, as well as on USAID programming impact; identify trends, anomalies, and relationships; develop and utilize consistent data reporting practices; produce cutting-edge data visualizations to enhance information communication; ensure consistency in data reporting, and enhance USAID’s demonstration of its technical and scientific expertise. The Hub addresses the strategic questions facing USAID in the health area, both emerging from the corporate priorities of the GH leadership and those arising from the data and programs in technical areas.
INTRODUCTION:
The Data Analyst and Visualization Advisor (Advisor) will serve as the point person on Data Analysis and Visualization for the recently established Global Health Data Analytics Hub. The primary purpose of this position is to extract analytical insights from data and present the results in compelling analytical visualizations for the GH offices and USAID Missions. More than just preparing visualizations, the Advisor will work closely with other Data Analysts, Geographic Information Systems (GIS) Specialists, and Monitoring and Evaluation Experts in GH to distil complex analytical insights into effective digital products, and work with subject matter experts to apply these products to improve programming. In addition to generating analytical visualization products as deliverables, the position will identify and support the integration and application of data visualization by GH offices throughout the program cycle to better support the goal of data-driven decision making. Analyses and their accompanying data visualizations may include reports that are global, by country and by program area. The Advisor is expected to work with a variety of data sources including but not limited to annual and quarterly-reported programmatic data and quality of service, Demographic and Health Surveys (DHS) data, budget, expenditure, and epidemiologic data. S/he will work closely with Senior Global Health Data Strategist and receive technical guidance from the Division Chief who will serve as his/her onsite manager.
ROLES AND RESPONSIBILITIES:
The Data Analyst and Visualization Advisor will be responsible for:
- Conducting integrated analysis and, in collaboration with GH’s Data Analytics Hub staff and members of the GH Monitoring and Evaluation Collaborative (MEC), interpreting, visually presenting and disseminating global health-related data to facilitate decision making for GH and USAID Missions.
- Collaborating with MEC and other technical and program stakeholders to develop visual presentations of data used to tell the story of GH’s program efficiency, effectiveness, and impact. Supporting GH’s data transparency and openness goals through the use of clear and compelling visualization of data.
- Participating in the GH and USAID data science working groups and communities of practice, and working collaboratively with subject matter experts at USAID/Washington and USAID Missions, engaging stakeholders in the development and prioritization of data analyses.
- Working with GH Communications Specialists to polish data products and communicate analytical findings to relevant audiences within USAID, and other stakeholders.
- Researching, planning, analyzing, and organizing technical and statistical information and developing data for visualizations to use in briefings, publications, and reports.
- Recommending formats for reports, ensuring consistency with USAID standards.
LEVEL II
An Advisor at the level II will be further responsible for:
- Leading development of final data visualization products on USAID GH program impacts and investments.
- Participating as the GH Data Analytics Hub member in technical meetings with implementing partners and other organizations working on visualization of global health data.
- Conducting training on best-practice data collection, management, analysis, and visualization for Mission staff and USAID partners.
International and domestic travel approximately 15%.
TRAINING AND PROFESSIONAL DEVELOPMENT (7%)
- Keeping abreast of literature and latest developments in the fields of data analysis and data visualization.
- Deepening knowledge of geographical information systems and statistical and/or programming languages such as Stata, R, Python, SPSS, or similar.
- Participating in interagency and intra-agency working groups as appropriate to the scope of work.
- Participating in professional continuing education and skills training within the purview of GHFP-II.
REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:
- Master’s degree or higher in public health, biostatistics or a related social or computer science field.
- Demonstrated experience producing dynamic visualization and presentation data, from simple graphics to complex stories, based on data visualization theory and techniques and built using industry standards (such as Tableau, R, D3.js, Adobe Illustrator, Excel, or similar). Experience with health data visualizations preferred.
- Demonstrated experience and expertise in data analysis and reproducible data wrangling, particularly in statistical or programming languages (Stata, R, Python, SAS, SPSS, or similar) and experience collaborating with data analysts and geospatial experts.
- Experience in GIS and geospatial data management preferred.
- Familiarity with USAID or Global Health programs preferred.
- Experience with SQL and NoSQL databases and working with big data/databases and query development preferred.
- Proficiency with Object-Oriented Programming languages such as Python, C, C++ preferred.
- Strong understanding of UI/UX design concepts preferred.
- Strong oral and written communication skills.
- Comfortable working both independently and collaboratively.
- Ability to travel internationally.
- US citizenship or US permanent residency required.
In addition to the above, the position requires the following at each level:
TECHNICAL ADVISOR I
- 0-7 years’ experience in public health or research, or health data, with or without experience in an international or resource challenged setting.
TECHNICAL ADVISOR II
- Minimum five (5) years’ experience in public health or research, or health data, with at least two (2) years’ experience in an international or resource challenged setting.
