Fistula Care Plus (FC+) is a five-year global project managed by EngenderHealth, in partnership with five other institutions, and funded by the United States Agency for International Development. The project focuses on five results: engendering the enabling environment to support prevention and treatment; addressing prevention and reintegration through increasing community and stakeholder awareness and the provision of improved emergency obstetric care services; addressing financial, transportation and communications barriers to services; improving access to treatment; and further developing the evidence base to support improved access to quality prevention and treatment services. JOB SUMMARY:


The Finance Manager and Administration Specialist (FMAS) has primary responsibility for financial strategy, directing, mentoring, and achieving budgetary goals through implementation and monitoring of Fistula Care Plus (FC+) project fiscal and budget activities at the global and country level. Under the direction of the Project Director, this scope of activity is achieved in collaboration with the Global FC+ team and with FC+ country office staff. The role is one of three key personnel positions in FC+, along with the Project Director and Deputy Director, contractually obligated to manage the project on behalf of EngenderHealth.


The FMAS financial leadership of FC+ will be matrix managed with the Finance and Operations staff in the country offices, in accordance with EH’s standard operating procedures. The incumbent will lead and effectively prepare, manage and report on the FC+ budget within EngenderHealth’s annual organizational budget; compile the budget component of the FC+ workplan submitted to USAID, in collaboration with FC+ core team; supervise FC+ contracts and compliance activities; and lead financial planning, analysis and reporting, as required. The incumbent will work in a complementary fashion with the PD and FC+ core leadership team to ensure efficient financial and administrative management of FC+.


The FMAS role will include responsibility for the administrative management and compliance oversight of a portfolio of subawards, non–expense memoranda of understanding, and various contractual tools to procure professional services and equipment. The FMAS will conduct financial review of sub-award documents prior to submission to the Contracts and Compliance Unit (CCU) and comment on financial reports received on subawards.


As needed, and in coordination with the CCU, The FMAS will provide training and guidance on contract financial management, donor financial rules and regulations, and EH financial policies/procedures; and will conduct compliance visits to the field offices. These responsibilities and duties will be carried out in accordance of USAID and EngenderHealth regulations.


RESPONSIBILITIES:


Budgets


  • preparation of FC+ budget for inclusion in EH annual organizational budget, incorporating inputs from country programs and global staff, using templates provided by EngenderHealth finance division

  • preparation of FC+ annual project budget for submission to USAID, incorporating inputs from country programs and global staff, using templates developed by the Finance and Admin Manager

Monitoring and Reporting



  • preparation and analysis of monthly pipeline reports for discussion with project director (which will require back and forth with country offices) to include




  • explanation of any changes in monthly burn rates




  • based on spending trends, assessing the outlook on funding through the reminder of the year for each country/fund




  • any significant expenditures- e.g. vehicles purchased, any purchases over $5000




  • any over-expenditure in funds to be discussed with Project Director




  • preparation of narrative and financial components of semi-annual and annual reports for review by project director




  • preparation of baseline reports as required by USAID




  • review of reports submitted by Finance Department to ensure accuracy



Subawards


  • review initial budget against available funds

  • check budget against workplan activities and clarify any uncertainties


  • review financial reports submitted to highlight financial issues




  • e.g. delays in authorization, delays in spending, any requests for funds that don’t appear warranted by expenditure levels, funds spent in accordance with budget or adjustment authorization requested, implications for end of year spending



Cost Share


  • canvass field and global staff for items using standard forms on monthly or quarterly basis

  • prepare quarterly summary report and share with PD for any action required- e.g. as a specific country does not submit anything

  • advocate, coordinate and report to PD on non-project generated funds allocated e.g. Gates Implant Project (implemented in DRC and Uganda – FC+ is the only other project functioning in those countries, Guinea Fistula Funds, and include these in the cost-share report

Administration


  • manage and keep current the I-drive financial management folder with all activities

  • team participation- participate in all team meetings and meetings with USAID that pertain to finance. Prepare presentations or reports as required by the agendas.

EDUCATION, EXPERIENCE & CERTIFICATIONS:


  • Masters Degree or higher in Business Administration, Finance or other relevant field

  • At least 8 years of experience in administrative and financial management of large international projects including experience in the management of USAID Projects

KNOWLEDGE, SKILLS AND ABILITIES:


  • Familiarity with compliance and the Federation Acquisition Regulations as well as experience and skills in developing and managing large budgets

  • Proficiency in relevant computer applications and databases

  • Excellent organizational, analytical, oral and written communications skills and

  • Demonstrated supervisory skills and ability to work well with teams.

  • Must be comfortable and respectful of EngenderHealth’s programming that promotes women’s rights, gender equality, sexual diversity and LGBTQ rights.
