Org. Setting and Reporting


The position is located in the Strategic Communications Branch (SCB) of the Office for the Coordination of Humanitarian Affairs (OCHA) in New York. The incumbent reports to the Head of the Visual Information Unit. The Strategic Communications Branch supports OCHA HQ and field operations in public outreach on humanitarian action. It provides the strategic direction of OCHA’s public advocacy and communications efforts through its three specialized sections in media relations, reporting and visual information and public advocacy and campaigns.


Responsibilities


Within delegated authority, the Information Management Officer will be responsible for the following duties:
* Develop quality visual information products, interactive websites and animations. Provides advisory services on information management and design practices include: needs and business process analysis; organization and maintenance of field information products; information management policies and procedures, with an emphasis on technological applications. Researches, analyses and evaluates new applications of information technology to manage and visualize information, makes recommendations for their deployment.
* Participates in information management and visualization improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation; provides user support.
* Understands, keeps current with and applies data visualization techniques and strategies for data in all media.
* Evaluates adequacy of existing information management and reference tools. Implements new technologies in information management to ensure that tools developed for efficient access to information are accessible to staff throughout the Organization.
* Participates in developing client outreach strategies and in their implementation. Conducts programmes of outreach and user education to improve client use of desktop information resources; uses judgement of relevant institutional needs to develop presentations appropriate to client audience; develops publicity materials to facilitate outreach.
* Assists in programme administration, including provision of assistance to or supervision of contractual employees and General Service staff, formulation of consultant and institutional contracts and subsequent implementation, development of the programme budget, etc.
* Performs other related duties, as required.


Education


Advanced university degree (Master’s degree or equivalent degree) in archival, information science, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience


A minimum of five years of progressively responsible experience in information management, information systems, web management, data management, geographic information systems and mapping, data visualization, or related area, is required. Experience in graphic design, infographic and interactive websites is required. Experience with Adobe Illustrator, Photoshop, Indesign, After Effects and web programming languages (HTML, HTML5, CSS, Javascript) are required. Experience with JQuery and D3 are desirable.


Languages


English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
