CARE seeks a Principal Investigator for a CDC-funded program, “Global Emergency Response and Recovery Partner Engagement: Expanding Efforts and Strategies to Improve Rapid Response to Public Health Emergencies Globally.” The goal of this funding opportunity announcement is to support partners to develop and implement critical activities in the context of public health emergencies, humanitarian emergencies, or outbreak responses.
The Principal Investigator (PI) will have overall program oversight both for programmatic and financial aspects of the project, and will be supported by the Business Official and Senior Technical Advisor, Monitoring & Evaluation as well as regional and Atlanta-based staff. The PI develops the project’s strategic plan, ensuring that the programmatic directions are technically sound, evidence-based and consistent with CDC and relevant stakeholders’ priorities. S/he reviews and approves all narrative and financial reporting to donor, including semi-annual and annual progress reports. With assistance from the Business Official, the PI will ensure the program produces the specified results in the annual work plan(s) to the required standard of quality and within the time and cost restraints.
This position could be based in either Atlanta, GA or Washington, D.C. The deadline to apply is August 1 – early applications are strongly encouraged. This position is subject to project award and funding.
Primary Responsibilities:
- Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.
- Build and maintain productive working relationships with CDC, partners and key stakeholders. Serve as the primary liaison among all stakeholders.
- Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes. Create or adapt management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs.
- Design and oversee an annual project cycle in accordance with CDC’s annual planning cycle.
- Translate project goals and objectives into implementable strategies and plans. Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.
- Represent the project at high-level meetings, conferences, and other fora.
- Guide team members to fulfill the project’s strategic goals and objectives.
- Oversee deployment of staff in response to major public health emergencies around the world
- Supervise and mentor senior staff, delegating responsibilities as appropriate. Clearly communicate expectations for staff performance.
Required Skills:
- Master’s degree in public health or other closely related field.
- Minimum of 10 years of progressively responsible experience on health programs, preferably in public health or emergency health.
- Previous experience working on a CDC or USG-funded program is strongly preferred.
- Direct experience in rapid response to health emergencies.
- Project design and project management experience.
- Experience with one or more of the following: public health, clinical care capacity, or community engagement.
- Demonstrated skills building and maintaining relationships with donors and other stakeholders.
- Strong oral and written communication skills in English; excellent demonstrated interpersonal and negotiation skills.
- Experience selecting, developing, and managing staff.
- Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
- Experience managing required programmatic and financial reporting requirements.
- Ability to deploy up to 20%, often at short notice.
