Associate Technical Advisor, HA and DRR - 2015


Job Summary:


The Associate Technical Advisor for Humanitarian Assistance and Disaster Risk Reduction will join a growing technical unit, based in PCI’s DC office. She/he will participate with interdisciplinary teams of colleagues, providing technical guidance in humanitarian assistance, DRR, climate change adaptation, and resiliency. This includes both in standalone humanitarian assistance and risk reduction programs, as well as within PCI’s programs across the sectors, such as within food security, livelihood and microfinance programming, HIV/AIDs, infectious disease, maternal child health, and protection programs. He/she will play a key role in conducting field research, building the capacity of PCI teams and local partner organizations, forging partnerships with universities, government agencies and other NGOs, and informing field discourse on best practices and lessons learned.


Key Duties & Responsibilities:


Under the guidance of the Director of Humanitarian Assistance (HA) and Disaster Risk Reduction (DRR), the Associate Technical Advisor, HA/DRR will:


  • Assist in the design of evidence-based emergency response and DRR programs, utilizing best practices, lessons learned, and normative principles from the field of humanitarian assistance.

  • Assist in the creation and application of technical tools and standards, and support PCI’s field teams to implement high quality programs, both remotely and in the field.

  • Help develop and manage organizational systems that enable PCI to respond to emergencies effectively, and support PCI’s emergency responses in the field and from the Washington, DC Office.

  • Contribute to the development of rigorous program research strategies to measure the impact of PCI’s programs, document best practices and lessons learned, and facilitate PCI’s participation in field discourse.

  • Represent PCI to strategic partners and collaborate with technical teams from partnering organizations.

  • Oversee PCI’s HA Fellowship Program and relationships to key universities in an effort to meaningfully engage qualified graduate students in PCI’s HA programs.

  • Develop and manage organizational safety and security plans in areas where HA programs are operational.

Position Parameters/Special Responsibilities Required:


  • This position is based in Washington, DC and will require travel up to 30% time to Latin America, Asia, and Africa.

Required Qualifications:


  • Graduate degree or equivalent advanced degree in humanitarian assistance or related technical area of expertise, such as engineering, public health, or economic development.

  • Minimum two years of experience with humanitarian assistance, DRR, and/or climate change adaptation with significant time working overseas with field counterparts.

  • Experience in the development and implementation of integrated, cross-sectoral field programs with measurable results.

  • A strong understanding of research methodologies and the use of rigorous program monitoring and evaluation.

  • A track record of effective project management, follow through, and attention to detail.

  • Experience with US government grant proposal preparation and regulations preferred, such as with USAID and the OFDA.

  • Excellent communications and interpersonal skills, both written and verbal.

  • Fluency in English. Proficiency in Spanish or French preferred.

  • Experience with management information systems and GIS strongly encouraged.

  • A dedication to learning from and mentoring colleagues.

  • A passion for rigorous humanitarian assistance work and accountability, and the occasional willingness to work under pressure.
