Consultant- Sanitation Service Delivery (SSD)
Sanitation Service Delivery (SSD) is a USAID/West Africa regional urban sanitation project that is implemented by PSI in collaboration with PATH and Water and Sanitation for the
Urban Poor (WSUP). The goal of the project is to improve sanitation outcomes through developing and testing scalable, market-based models that contribute to structural change within the region’s sanitation sector, specifically in Benin, Cote d’Ivoire and Ghana.
Having a sound understanding of the sanitation marketplace across the target countries is a prerequisite for the design of a market-based approach that includes the development of promising business models and consumer-focused marketing and sales strategies. The Team will assess what it already knows and does not know about the marketplace through secondary desk-based research. Insights will be drawn from, among others, UNICEF’s SanMark study in Cote d’Ivoire, the WASHPlus urban sanitation study in Cotonou, Benin, and WSUP’s work in Ghana where WSUP has gained valuable experience around compound and public/community sanitation, in addition to other published reports, gray literature, and project reports from partners. The scope of this secondary research will cover both supply and demand perspectives as well as the enabling environment in each country, and in urban settings more generally. Knowledge gaps will be identified and these will inform the design of the market landscape research.
A first phase of secondary research yielded a variety of relevant resources that are currently being housed on dropbox around information buckets that include technology, business operations and models, sanitation financing, behavior change, sanitation governance and urban sanitation. Results briefs are being drafted that summarize key findings/issues/themes, analyze gaps, highlight key stakeholders, and identify relevant resources.
The SSD project seeks a consultant to finalize its secondary desk-based research, including identifying what additional secondary research is needed and rapidly conducting this research. The production of a market analysis report that highlights key findings and gaps will be the final deliverable. The consultant will work with field and HQ based staff to:


  • Identify what research questions have been answered within the first phase of secondary research and what questions are still outstanding; need for additional secondary research.

  • Finalize results briefs (summary, gaps analysis, key stakeholders, relevant resources, and bibliography) and organize resource documents collected thus far.

  • Conduct additional remaining secondary research.

  • Develop a format for the final report, which will synthesize results briefs, and should include sections on market opportunities, existing market actors, key constraints, gap analysis, and identification of key questions.

  • Prepare the final report.

  • Organize relevant resources to be easily accessible by project partners.

The consultant should be able to read in French, although the final report should be developed in English. A commercial background is preferred with some sanitation experience.
The timeline for this consultancy is to begin immediately and should be completed within two weeks.
