Pennsylvania State Lottery in Harrisburg, Pennsylvania has an immediate vacancy for an Administrative Officer 1 who officiates at all official PA Lottery drawings in the capacity of On-camera Official, Coordinator, or Headquarters Official to ensure that all online games, second chance drawings and raffles are conducted in accordance with prescribed Lottery procedures, rules, regulations, directives, and state laws and to further ensure the security and integrity of the Mid-day, Nightly, Powerball, Mega Millions, second chance, specialty, and raffle drawings.
Lottery drawings currently are held at mid-day and in the evenings seven days a week, and the multi-state drawings occur four nights a week on Tuesday, Wednesday, Friday and Saturday nights.
Drawing Officials’ schedules are set up to ensure that there is coverage for all drawings.
On a weekly basis, a Drawing Official’s schedule will vary from day to day. For instance, one day might be a work schedule of 11:00 a.m. to 7:30 p.m., another day might be noon to 8:30 p.m.; and another day might be 5:00 p.m. to 1:00 a.m. The days off are not necessarily two consecutive days in a row and are not the usual Saturday-Sunday weekend. In the event of a problem occurring during a Powerball drawing, it becomes necessary to stay at work as late as 7 a.m. Also, in the event of unforeseen circumstances, Drawing Officials are expected to fill in shifts on an emergency basis.
DESCRIPTION OF WORK:
• Conducts all Lottery Mid-day, Nightly, and Powerball drawings and ensures each are conducted in accordance with prescribed procedures, rules, regulations, directives, and state lottery laws.
• Functions as the Headquarters Official when conducting and documenting all drawing and security procedures for the pre-, live and post-drawing control functions for the semi-weekly Powerball.
• Perform all duties with adherence to time restrictions.
• Conducts second chance or specialty drawings or raffles held by the Pennsylvania Lottery in an orderly, professional manner according to approved, written drawing and security procedures. Assists in equipment set up, selection and validation of the selected finalist tickets, and in recording all finalists’ information.
• Locates and retrieves selected boxes from rows stacked four boxes high. Opens sealed cardboard box weighing up to 18 pounds and empties contents into the tumbler. Bends down to pick up cover for tumbler opening; twists latches into place that secure the cover in a closed position. Uses hand-crank to rotate tumbler clock-wise and counter-clockwise. Selection of envelope(s) that become the finalist tickets is done while standing and may involve stretching; envelopes are opened using a letter opener. Emptying the tumbler involves stretching, bending to dump non-selected envelopes back into the box, lifting and moving the box out of the way.
• Responsible for the recruitment and scheduling of the senior citizen witnesses for the live nightly Lottery drawings. This includes contacting, scheduling and arranging transportation (if necessary) for witnesses for two (2) or three (3) consecutive nights as well as preparing applicable letters, certificates, and related witness documents.
• Responsible for preparing an accurate monthly schedule for distribution to the Drawing and other Lottery Officials for their use in greeting senior citizens at the nightly drawings and accounting for their meals.
• Schedules and participates in speaking engagements for the recruitment of new witnesses for the nightly drawing show.
• Performs duties and special projects and assignments as necessary, including research and analysis projects, ticket audits, drawings, and other special events.
• Assists in the training of the new drawing officials, CPAs and other involved parties for the drawings as directed by the Drawing Manager.
• Assists in the transportation of all drawing equipment to and from any special event sites, such as the PA Farm Show, and back to the Lottery secured storage.
• Maintains and analyzes statistical data for each game, ball set usage, and/or type of drawing equipment.
• In addition to normal working hours, the incumbent must be prepared to become the emergency Lottery Drawing Official to conduct mid-day or live nightly televised drawings in the event that another drawing official is absent, is otherwise unable to officiate, or something unusual occurs which would mandate activating the emergency Lottery Drawing Official.
• Functions as the on-air drawing official who operates the drawing machines and selects the winning numbers for each of the Numbers and Matrix games on the live Nightly drawings. Must be visually aware of hand signals, camera lights and monitor displays. Hearing is limited because of the noise made by the drawing machines when the balls are activated. Duties are performed standing up and moving from one drawing machine to another.
• In dim lighting conditions, must navigate around TV studio and Lottery equipment cables on the floor while walking across the studio, up and down stairs, through a narrow corridor (about 22” wide), to access the computer into which web updates are entered.
• Assists the senior-citizen witnesses in the selection of ball sets and drawing machines to be used in each nightly drawing. After random selection is made by the senior-citizen witness, retrieves ball sets from cabinet which requires bending/squatting to retrieve them.
• Performs pre-drawing tests and rehearsal drawings, the live on-air drawing, and the post-drawing test draws ensuring compliance with approved procedures and parameters.
• Assists in the loading and unloading of all ball sets and drawing machines and related materials and follows all required security procedures relating to the security of the drawing equipment.
• Participates in the general broadcast production elements surrounding the live broadcast of Lottery drawings, such as setting up the equipment in the TV studio, and turning on all drawing-related accessory equipment. Set up includes physically maneuvering the drawing equipment from the storage area to the pre-draw staging area, and then into the TV studio. In moving the equipment around, one drawing official walks backward while pushing against the equipment to maintain the pressure that holds multiple pieces of equipment together to allow for efficient, time-restricted, movement of the equipment. This official also steers the direction of movement. Another drawing official walks facing forward while pushing against the equipment, providing the majority of the momentum to move the equipment from location to location. The equipment is moved through an area that is dimly lit, in tight confines, and over uneven flooring. When the equipment is in place, the officials bend down to plug in the electrical cables to the outlets; the equipment brakes are set by foot.
• Performs Mid-Day Coordinator control procedures including confirmation of game status, initial drawing results entry, verification of web site and media drawing results information, checking of phone system information, and completion of on-going checklists to ensure compliance with approved Drawing Procedures. Reviews and verifies all Mid-day drawing animation files to ensure clear, accurate animation.
• Participates in the live Nightly drawings show as the official who records all participants, activities, tasks, times, drawing results (test and live), parameter violations, signatures, and problem descriptions on the official Lottery certification forms, ensuring compliance with approved Drawing Procedures. Duties are performed while sitting or standing, and require moving from one studio location to another. During the live segment, wears a one-ear headset while following all studio activity and dictating all Lottery procedures; watches for visual cues from studio personnel; signals on-air coordinator via visual cues using arm/hand signals. To use the phone for contacting the headquarters official, must bend down and reach into the podium. Executes duties while standing, wearing headset, watching TV monitor, giving hand signals, and simultaneously talking on the phone. In dim lighting conditions, walks back and forth between podium and MasterLink computer. May also navigate around TV studio and Lottery equipment cables on the floor while walking across the studio, up and down stairs, through a narrow corridor (about 22” wide), to access the computer into which web updates are entered.
• Records by hand all ball sets and drawing equipment selected for use in the various game drawings. Ensures that all tasks and procedures are followed by all participants.
• Records by hand all pre-draw tests, live show, and post-drawing test results.
• Coordinates parameter violation resolution with the CPAs and contacts the Security Director via the Headquarters Official for instructions.
• Coordinates all TV studio drawing activities, including distributing drawing show scripts; documenting rehearsal tests, the live drawing, post verification drawings; the calling of drawing fouls, and interfacing with television production staff including announcer, control room, camera personnel, and independent auditors (CPAs).
• Certifies the results of the drawing by comparing own drawing results to CPA’s recorded information and obtaining necessary signatures.
• Performs initial entry of live drawing results into the Lottery’s online gaming computer system.
• Coordinates the live drawing through direct communication with the Headquarters Official including the transmission of test and live drawing results, parameter violations, and request for assistance in resolving drawing problems.
• Travels to the Lottery Office at the online vendor facility to perform initial entry of prize payout amounts and verification of drawing results, prize amounts, media faxes, retailer reports and web site information.
• Performs Mid-Day, Nightly, and Powerball drawing control procedures and completes on-going checklists to ensure compliance with approved Drawing Procedures. Nightly and Powerball drawing duties are performed at headquarters when the Lottery building may have no other occupants.
• Coordinates with respective Mid-day, Nightly, and Powerball Coordinator to ensure drawing results, retailer reports, media faxes, and web site information are checked and verified as accurate and correct. Also ensures that the Coordinator timely and accurately makes initial entries of drawing results and payouts.
• For Mid-day, Nightly and Powerball drawings, places appropriate terminal-based game(s) into Closed status via the online MasterLink management terminal, which stops selling from retailers for that particular drawing. Enters verified drawing results via the online management terminal. Balances ICS and gaming system reports on winner and prize payout information. Places appropriate matrix games in Paying status via the MasterLink online management terminal, which authorizes retailers to immediately pay winning tickets.
• Completes checklists by hand and all appropriate drawing control forms electronically, recording both winning and test draw numbers.
• Completes all media fax forms, by hand or electronically; updates Lottery web site and disseminates drawings-related information to appropriate parties, e.g. Lottery retailers, news media and Security Director, Lottery employees, using facsimile machine, telephone, paging system, and World Wide Web.
• Enters and updates MasterLink terminal customer display (LED) messages and online retailer report messages for retailers and players. Distributes special retailer reports.
• For Mid-day drawings, selects random number generation and animation computer systems in coordination with CPA observer while standing.
• Operates random number generation machine to select test and official Mid-day Daily Number, Big 4, and Treasure Hunt winning numbers while standing.
• While standing, operates drawing animation creation machine to render and create drawing animation for the two respective Numbers games and the Treasure Hunt game. Reviews and verifies all animation files to ensure clear, accurate animation.
• Transfers animation files to Lottery web site as well as updates web site with winning number, prize payout, and other drawing-related information.
• Updates and transmits media faxes regarding drawing results.
• At the beginning of each day, receive reports from the online computer system vendor (MasterLink reports) and the Internal Control System (ICS) representing the previous day’s activity for Powerball sales.
• Performs nightly balancing of Masterlink and ICS reports at conclusion of nightly drawings.
• Notifies appropriate personnel if the reports do not balance and assists in resolving the problem.
• Enters and updates MasterLink terminal customer display (LED) messages for retailers.
• Receives jackpot or other information needed for customer display update from Drawings Manager.
• Emergency Lottery Drawing Official (Lockdown) duties would be performed while standing and moving around, for a period of up to three consecutive hours.
• The incumbent performs other related duties as required.
