The Director, Human Resources Unit for ICAP at Columbia University is a member of the ICAP Senior Staff team and reports directly to the ICAP Chief Operating Officer (COO). The Director has managerial oversight for and provides strategic direction to all of ICAP’s human resources (HR) functions. The Director manages the provision of direct HR support to ICAP managers and staff at ICAP Headquarters in New York and within approximately 15 ICAP country offices abroad. The Director develops long-range HR strategic plans for the organization and is responsible for HR-related requirements associated with new or ending projects and initiatives and HR matters important to country offices including hiring of key positions, retrenchment planning, and the generation and maintenance of local hire manuals and compensation packages. Under guidance from the COO, the Director creates draft policies and recommendations for a range of HR-related matters of importance to ICAP, the Mailman School of Public Health (MSPH), and the Columbia University Medical Center (CUMC) and Columbia University (CU). The Director is responsible to build and cultivate effective relationships with ICAP managers and staff in New York and abroad as well as with key administrators and HR officials within MSPH, CUMC and CU to ensure that all HR matters are addressed and that proper policies and procedures are followed. The Director directly supervises a small HR team based at MSPH/ICAP headquarters in New York City.
This position is grant funded.
Major Accountabilities
- Collaborates with HR officials from MSPH, CUMC and CU to support the application of University HR policies within ICAP and its country offices and ensures the Center’s compliance with MSPH/ICAP Standard Operating Procedures (SOPs) and applicable employment laws and regulations.
- Provides direct advice and counsel to managers and employees throughout ICAP regarding HR practices, policies and procedures both locally and internationally.
- Leads organizational HR planning efforts in-line with short, medium and long-term organizational goals of MSPH/ICAP.
- Develops, monitors and implements strategies designed to strengthen organizational recruitment practices, increase staff retention and appropriately address staff retrenchment requirements.
- Ensures ICAP’s implementation of comprehensive programs for annual performance evaluations and merit increases, as appropriate.
- Ensures that ICAP country offices are supported by up-to-date local hire/employment manuals, employment contracts and compensation schedules that are guided by MSPH/ICAP SOPs, local labor law and local labor market data and that re reviewed by country office leadership, local legal counsel and CU General Counsel, as needed.
- Performs other duties, as assigned, by the Chief Operating Officer.
Travel Requirements
- Requires periodic international travel of up to two (2) trips per year with each trip lasting one (1) to two (2) weeks in duration.
Education
- An undergraduate degree in Human Resources Management, Business Administration, Public Administration, Industrial Relations or comparable field.
Experience, Skills & Minimum Required Qualifications
- Minimum ten (10) years of progressively responsible experience managing HR teams and HR-related requirements for academic or non-governmental organizations (NGOs) with a domestic (U.S.) and/or international focus.
- Expert knowledge of employment practices, labor law and regulations of the United States and a strong familiarity with employment practices in countries within the sub-Saharan Africa region.
- Demonstrated capacity to work with a high degree of independence with minimal supervision and to prioritize work assignments and to meet deadlines.
- Strong interpersonal and communication skills both oral and written.
- Demonstrated proficiency in the use of Microsoft Office Suite (especially Word, Excel and PowerPoint).
Experience, Skills & Preferred Qualifications
- An advanced degree in Human Resource Management, Business Administration, Public Administration, or Industrial Relations.
- Professional Certification in Human Resources (e.g., GPHR, SPHR).
- Demonstrated experience with establishing and maintaining compensation plans in both United States and international settings.
- Superb written and oral communication skills.
- Experience with database applications (i.e. PeopleSoft).
