This position is located in the Office of Human Resources, Massena, NY. Massena, NY . Massena is one of the most northern geographical towns in New York State and is located on the St. Lawrence River bordering Canada. In less than 2 hours you can travel to Montreal, Quebec or Ottawa, Ontario.
The position is designed to provide support to all offices in Massena, NY to include areas of personnel processing and recordkeeping, timekeeping, and database management.
SLSDC is looking for an energetic clerical support employee who can perform a variety of functions for the human resources office, finance office, and the workforce assigned to the locks. The job includes database management and the creation of reports, as well as maintaining relatively complex timekeeping for employees working on the locks managed by the SLSDC. You will learn some basics of the Federal HR function such as creating personnel documentation. The human resources office will also seek your assistance in ordering office supplies. Additionally, if you are selected for this position, you will on occasion serve as the receptionist at the front desk, deliver mail, and perform other clerical functions.

DUTIES:
The Management Support Assistant:
- Determines the appropriate method for the collection, compilation, editing, and verification of statistical data. Based upon specific requirements received from HR specialists, analyzes the data needs to determine the sources from which information can be derived and if necessary requests the data from individual supervisors or management officials.
- Maintains a database system of suspense dates for things such as step increases, career service pins, end of probation, career tenure, and not-to-exceed dates for temporary promotion and appointments.
- Serves as administrative office support to all Massena offices and assists with items such as special projects, reproduction, or creating and maintaining databases with Seaway information.
- Provides for back up for time and attendance processing for all offices in Massena. Records tour of duty hours, leave, and comp time/overtime. Verifies system generated error for validity.
- Monitors the Corporation’s mail program to assure adequate budget estimates. Recommends adjustments in quarterly estimates based upon historical costs and use. Gathers information and completes required reporting.
QUALIFICATIONS REQUIRED:
To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements.
To qualify on Experience , you must have one year of specialized experience equal or equivalent to the following:
- Experience performing a variety of basic clerical functions such as delivering the mail and maintaining time and attendance for employees.
- Experience that demonstrates the application of statistical clerical procedures such as performing a variety of functions in an automated system, e.g. data entry and retrieval, maintaining information database(s), etc.
To qualify on Education , you must have:
- 4 years above high school.
- You can also qualify based on a combination of education and experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
