CAMRIS International seeks a qualified IDIQ Manager candidate for an upcoming multi-year Department of State funded IDIQ. This IDIQ is anticipated to support of Department of State (DoS) program evaluation requirements. Activities will include conducting performance and impact evaluation, surveys, studies, analyses, data collection, as well as providing M&E training and capacity building worldwide, including at U.S. Embassies and other U.S. Missions overseas, at DoS domestic Bureaus and offices, and at Department-wide levels. More broadly, the project shall provide technical services to the Agency’s regional, functional and management bureaus, and to other central program and policy offices. The technical and advisory services to be provided will play a critical role in assisting the DoS strengthen its program and project evaluation policy. This proposal position is contingent on funding from the U.S. Department of State.
RESPONSIBILITIES:
The IDIQ Manager will serve as lead person responsible for all communication with DoS and technical aspects of contract performance, procedural and substantive matters, as well as procurement, reporting, and overseeing work under this contract while ensuring quality control and compliance. The IDIQ Manager will:
· Rapidly and accurately lead the IDIQ partners in responding to all Task Order requests.
- Lead all planning and implementation of activities. Provide management, strategic direction and oversight to the project/program’s technical, administrative and financial performance.
- Guide a team that includes a range of technical experts, administrative staff, and consultants to fulfill the project’s strategic goals and objectives.
- Manage all contract reporting and document production.
- Ensure compliance with DoS rules, regulations and policies while meeting project/program targets.
- Lead all coordination and liaise frequently and regularly with a variety of public and private stakeholders, including DoS staff, project participants, implementing partners, all levels of host country governments, international organizations and donors as well as staff in similar projects.
- Lead the design and ensure the responsiveness and quality of capacity building and technical assistance services delivered to the DoS.
- Identify and anticipate issues related to strategy and implementation and ensure appropriate adjustments.
- Integrate gender and local context into strategy and activities.
- Attend local, regional and international meetings, as required.
- Act as the point of contact between the project, DoS, and CAMRIS headquarters.
QUALIFICATIONS:
- Advanced degree in development or a related management, business or development field, such as economics. A PhD is preferred.
- Minimum of 10 years’ experience in monitoring and evaluation of international development programming. Familiarity with DoS’ objectives, approaches and operations, particularly as they relate to monitoring, evaluation, and learning is a plus.
- At least three years of experience managing projects in a chief of party, senior leadership, regional or country management level.
- Demonstrated experience recruiting, forming, supervising, and successfully managing teams, and ensuring the quality of their products.
- Strong communication, supervision, and management skills and experience.
- Deep experience leading complex research activities.
- Professional fluency in English. Proficiency in a second language such as Spanish, French or Arabic is a plus.
- Proficiency in Microsoft Word, Excel and PowerPoint required.
