United Kingdom of Great Britain and Northern Ireland: Global Learning for Adaptive Management (GLAM) Project Leads


Crown Agents USA, Inc. (CA-USA) is seeking a Project Director and Monitoring, Evaluation, and Learning (MEL) Specialist for the upcoming Global Learning for Adaptive Management (GLAM) program. The Global Learning for Adaptive Management (GLAM) program will support adaptive management in DFID and USAID programs. It will also establish a center for learning about adaptive management.

Role & Responsibilities:


The Project Director will lead the adaptive and innovative team in designing and implementing adaptive management strategies for USAID- and DFID-funded programs. S/he will provide project leadership, representation, operational oversight, and technical direction.


The MEL Specialist will integrate best practices for programs monitoring, evaluation, and learning throughout the design and realization of adaptive management strategies. Utilize and merge USAID and DFID MEL strategies into the overall design and realization of adaptive program management tools.


Qualifications:


A successful Project Director will possess:


  • Masters or MBA in international development, economics, management, learning, education, or a related field preferred; Bachelors and additional experience accepted

  • At least 15 years of professional experience leading responsive product or process development

  • At least 10 years of international experience required, experience working on USAID and/or DFID-funded project preferred

  • Demonstrated ability to effective liaise with large, global organizations and donor partners as well as other stakeholders

  • Past team and budget management experience required

A successful Monitoring, Evaluation, and Learning Specialist will possess:


  • Masters or MBA in a relevant discipline preferred; Bachelors and additional experience accepted

  • At least 12 years of experience carrying out project monitoring, evaluation, and learning for donor-funded projects

  • Experience with USAID- and/or DFID-funded project monitoring, evaluation, and learning

  • Experience using ICT tools for project MEL

  • Demonstrated experience developing and utilizing adaptive and agile project management and evaluation tools strongly preferred
