Summary:


Counterpart International is currently seeking a Costing and Pricing Officer to support the New Business Development (NBD) Unit. This is a full-time position based in Arlington, VA. This position will report to the Sr. Specialist, Costing and Pricing. The Costing and Pricing Officer will lead the development of proposal budgets and budget narratives, working with headquarters new business development, compliance and program staff as well as field teams and consultants as needed. The Officer will also arrange and facilitate proposal budget compliance review meetings, negotiate and assist local and international partners in their budgets and support existing programs with budget modifications. This position is based in Arlington, Virginia and will report to the Associate Director, Costing and Pricing.


Duties and Responsibilities:


The Costing and Pricing Officer’s primary scope of work is to create budgets and cost applications for Counterpart’s New Business Development Unit. The Officer will work on Counterpart International proposals with a primary focus on USAID, USDA and DOL. The detailed duties and responsibilities include, but are not limited to:


New Business Development:


  • Prepare budgets and cost applications as needed for USAID, USDA, DOL and other donor solicitations, including budget narratives and related cost documents;

  • Review solicitations to identify cost proposal issues to be clarified and/or addressed;

  • Develop cost proposal schedules, formats excel templates, conduct pricing research and prepare supplemental cost documents needed for submission;

  • Develop pricing strategies, provide cost/pricing input, and resolve issues as needed;

  • Conduct quality assurance checks on budgets;

  • Participate in meetings and interacts with proposal team leads throughout proposal development process;

  • Work with proposal partners, negotiates costs and budgets, and coordinates overall process;

  • Write concise budget narratives and responds to final budget questions when needed;

  • Ensure all compliance requirements are met within each cost proposal and related cost documents;

  • Prepare budgets for final review and approval; and

  • Assist other team members when needed.

Program Financial Management:


  • Assist the program implementation teams to review, revise, realign budgets and prepare requests for donors for budget modifications;

  • Work closely with Counterpart’s Finance and Compliance teams to develop templates, conduct training for staff, and mentor Program Management teams to entrench sophisticated budgeting and pricing skills within the team; and

  • Participate in developing and implementing effective training programs in financial management and compliance.

Administrative Functions:


  • Attend and engages in regular New Business Development Unit meetings, compliance and program practice area meetings as relevant;

  • Participate in assigned working groups, summits, sessions, and other such activities;

  • Develop and maintain constructive working relations within and between Counterpart departments;

  • Monitor new opportunities on grant.gov and Fedbiz.gov and forward any relevant information to the NBD staff or discuss in weekly NBD meeting; and

  • Other duties as assigned.

QUALIFICATIONS:


  • Bachelor degree in Business, Finance, International Development or related field, and a minimum of 7 years’ relevant experience; or Master’s degree in Business, Finance, International Development or related field, and a minimum of 5 years’ relevant experience;

  • Demonstrated familiarity with USAID requirements, including the FAR, ADS (and particularly 22CFR226), and OMB Circular A122.

  • Must have advanced skills in Microsoft Excel.

  • Demonstrated familiarity with pricing under both acquisition and assistance instruments.

  • Demonstrated familiarity with sophisticated budgeting tools, approaches, processes and procedures.

  • Robust multi-tasking skills, organizational skills and exceptional attention to detail and accuracy under time pressure and on short deadlines.

  • Ability and willingness to conduct research, handle routine tasks, as well as the problem-solving and resourcefulness for more complex and substantive work.

  • Strong interpersonal and problem-solving skills.

  • Ability to work as part of a team.

  • Second language preferred (Arabic, Russian, French or Spanish).
