Deputy Team Leader/Monitoring and Evaluation Specialist
Dexis is seeking an experienced Deputy Team Leader/ M&E Specialist to provide to provide Monitoring and Evaluation Services to the Security Governance Initiative, based at the Department of State. The work location for this position will be at the Department of State. The candidate will assist the Team Leader in providing technical direction and overall guidance for all activities under this task order. This is a long-term position. The estimated start date for this position is fall 2016. This position is contingent upon award.
Responsibilities:
● Coordinate with existing M&E programs associated with the Security Governance Initiative.
● Draft tracking and managing the award and deliverables for all Security Governance Initiative obligations.
● Develop quarterly reports, assessments of programming, and other assessments.
● Develop country specific workplans to track progress on the Security Governance Initiative
Qualifications:
● 7-10 years of experience in designing and conducting large-scale monitoring and evaluations, preferably for foreign, security assistance, or development assistance.
● 3- 5 years of experience in designing and conducting large-scale program management and evaluations
● Master’s degree preferably in one of the following fields: Political Science, International Relations, Security Studies, Evaluation Sciences (including Statistics and Monitoring), Anthropology.
● Directly related experience in coordinating and delivering comprehensive monitoring and evaluation systems for long-term (3+ years in duration) development or security sector programs.
● 3-5 years of experience with financial management systems.
● Demonstrated knowledge of monitoring and evaluation policies of the Department of Defense, Department of State, and USAID.
● Regional knowledge of Africa and related security issues.
● At least 5 years of experience working with security sector and/or justice sector assistance programs.
● Proven ability to deliver a quality written product.
● Ability to obtain a Secret-level security clearance.
