ELIGIBILITY SPECIALIST TRAINEE - Olmsted County, MN - Rochester, MN

High school diploma, G.E.D., or foreign education equivalent to a US Accredited High School Diploma and three (3) years of paid experience in a similar position as listed in the Examples of Work. Each year of post secondary training will substitute as one (1) year of paid experience.


Individuals required to use County vehicles and equipment must have a valid Minnesota driver’s license and be free of any major traffic violations for the last three (3) years.


Nature of Work:


Under direct supervision and guidance, develops knowledge and skills to perform all duties of the Financial Assistance Specialist position. As training is completed and competency reached, will increase independence in performing the following duties : determines client eligibility and credibility of information provided in client applications and interviews, interviews clients requesting application for public assistance, reviews client information and facts to clarify and/or verify facts, performs quality control functions, completes data/reports required for case management, and resolves problems or complaints from clients regarding eligibility, case management, or related program requirements.


Examples of Work:


  • Interviews applicants to gather essential information for determining eligibility for various public assistance benefit programs, secures/reviews verifications, and explains requirements of benefit programs in compliance with program rules/policy

  • Processes applications using state operating systems.

  • Completes other necessary procedures related to application, redetermination, and eligibility determination

  • Handles any emergent needs of clients, processing in compliance with program rules/policy and within required time frames

  • Responds in a professional and timely manner to general questions, inquiries about public assistance programs

  • Completes other necessary procedures related to assigned crisis/contact worker functions

  • Assists with developing individual client programs and performing follow-up with clients and related case management

In compliance w/ the Americans with Disabilities Act the following represents the Physical/Environmental Demands : This position requires a majority of time (up to 70%) spent walking and sitting. Some standing is required and objects of usually no more than ten (10) pounds need to be lifted, carried or pushed. Adverse movements such as reaching overhead, bending or crouching are sometimes required. Simultaneous/repetitive use of both hands is required for writing and data entry. Excellent sensory skills are important (sight, hearing and speech) as well as ability to communicate effectively. No adverse working conditions.
