Note: Effective December 1, 2015, the pay range for the classification of Judicial Services Specialist 2 will be $2,472 to $4,024.


This job announcement is for a Cashier/Verification Specialist position with the Jefferson County Circuit Court in Madras, Oregon.


The purpose of this position is to serve as a cashier/receptionist and the verification specialist. It is the public’s first and main contact with the Court and is a high volume public liaison position. In addition it manages the Small Claims caseloads and does all associated data entry.


Duties & Responsibilities

Typical job duties may include, but are not limited to, the tasks listed below. Assigned tasks may be changed to accommodate workload and organizational needs.


Process documents filed with the court according to legal requirements and court procedures.

Assist litigants and attorneys in using the court system and inform them of court procedures and policies; answer questions and correspondence related to court procedure and status of cases.

Review and verify information; sort, assemble, and organize materials; route and deliver documents to the appropriate parties.

Scan, archive and retrieve records and documents. Sort, route and deliver records and documents. Make photocopies. Organize and distribute electronic files for courtroom activity.

Conduct personal interviews with applicants to secure financial and household information.

Verify financial and household information provided by applicant with appropriate sources.

Review financial information, calculate, and determine the applicant’s level of indigence.

Prepare documentation and recommend a determination of eligibility to the court.

Verify employment status, income, and debts of selected applicants.

May appear at contested court hearings on eligibility for indigent defense services.

Prepare and type correspondence to applicants, outside resource, and the court.

Maintain applicant files and statistical information.

Perform data entry for the court.

Use personal computer for entering and retrieving information.

Perform miscellaneous general office duties as necessary.

Working Conditions


This is a full-time position, working 40 hours per week. The work schedule is currently 7:00 a.m. to 4:00 p.m., five days a week, but may be adjusted to meet organizational needs. It is eligible for overtime compensation for hours worked in excess of 40 per work week.


Occasional after-hours work may be required.


Frequent phone and in-person contact with the public and customers at times who are angry, hostile, confused, or frustrated.

Fast-paced office environment with multiple time deadlines daily, including a heavy volume of data entry and customer service requiring detail orientation, a team work philosophy, and multi-tasking abilities.


Lifting up to 25 lbs. of office materials or equipment is required.


Long periods of sitting are required. Frequent lifting, bending, twisting, kneeling, and standing may be required.


Daily use of office equipment that may include the following: telephone, calculator, personal computer, printer, copy machine, scanner, and fax machine.

Qualifications, Required & Requested Skills

Minimum Qualifications


The qualified candidate must have a high school diploma or GED, or equivalent life or work experience.


AND


At least one year of responsible clerical experience in a moderately complex office or business setting involving the processing of financial, administrative, or legal documents.


OR


Any combination of education and experience equivalent to two (2) years that typically supports the knowledge, skills, and abilities for the position.


Preference will be given to applicants with skill:
using word processing software and operating personal computer equipment

providing customer service to the public

in basic accounting and collections

typing accurately at a minimum rate of 45 words per minute

working in a fast paced environment in which it was necessary to multitask


Preference may be given to applicants with experience:
working for the Oregon Judicial Department or in another court system or other legal environment

working in a production environment processing large volumes of work

Salary


The Judicial Department’s practice is to begin employees at the first pay step. However, a higher starting pay rate may be considered depending upon the applicant’s current salary and benefits, education, and experience. For current non-temporary OJD employees, JDPR 4.03(3)(d) states that upon promotion an employee shall normally receive a one-step pay increase from the employee’s current pay rate (not including differentials under JDPR 4.07) to the next higher rate in the salary range to which the employee is promoted. JDPR 4.03(3)(e) states that upon transfer to another position with the same salary range, the transferring employee retains the same pay rate.

Criminal History Check


The selection process includes a criminal history check using the Law Enforcement Data System (LEDS). Felony convictions may be an automatic bar to employment. Misdemeanor convictions will be reviewed on a case-by-case basis and may be a bar to employment if the circumstances of the crime are directly related to the duties and responsibilities of the position for which application is made.


Depending on the job, in addition to the criminal history check described above, you may be required to pass an Oregon State Police/Federal Bureau of Investigation background check and consent to finger printing by the Oregon State Police. This is necessary due to the access level and handling of sensitive and confidential data required of some jobs.

The Oregon Judicial Department does not offer H1-B Visa sponsorship. In compliance with federal law, on the first day of employment newly hired OJD employees are required to complete and sign Section 1 of the United States Department of Homeland Security’s I-9 form and within three (3) business days of beginning work the new employee must provide evidence of identity and employment confirming authorization to work in the United States (consistent with the list of acceptable documentation identified on the I-9 form/instructions). Bilingual Pay Differential


Some employees may be assigned to use bilingual skills in the regular performance of the employee’s duties. An employee who, as assigned in writing by the administrative authority, uses bilingual skill(s) (including American Sign Language) in the performance of assigned duties and who passes the bilingual skill proficiency test(s) approved by the State Court Administrator, shall receive a monthly pay differential equal to an additional step for the duration of each assignment as determined by the administrative authority.
