United States of America: Cost and Pricing Analyst


The Cost & Pricing Analyst is responsible for overall coordination and ensuring the quality, accuracy and completeness of all Foundation cost proposals. These proposals include USG and non-USG cost proposals primarily for grants and cooperative agreements. The Cost & Pricing Analyst reports to the Sr. Director for Financial Planning & Analysts, but is also considered a member of EGPAF’s New Business Development team. Specific duties are outlined below.


Job Responsibilities:


The Cost & Pricing Analyst leads and coordinates the process of cost proposal preparation across the Foundation in collaboration with the New Business team, country teams, US program staff and US based financial analysts. The Cost & Pricing Analyst will strengthen and ensure compliance with Foundation processes for the development of cost proposals across all donors including USG, private, and multilateral donors.


During Live Bids the Cost & Pricing Analyst:


  • Ensure an Financial Planning and Analysis (FP&A) Analyst is assigned for each cost proposal and collaborates with that analyst to ensure a successful cost proposal is developed

  • Performs detailed review and quality control of active proposals including the SF-424, budget spreadsheets and the budget narrative

  • Fills in gaps by performing tasks where needed and addressing challenges in the process

  • Ensure that cost proposals are prepared in close coordination with country teams and correlate to the project work plans.

  • Leads cost proposal that are global in nature or more complex

The Cost & Pricing Analysts develops cost proposal systems and tools:


  • Maintain and update the New Business Cost Proposal Manual

  • Develop templates and tools for efficient and effective cost proposal preparation

  • Ensure US FP&A team is well trained and skilled in cost proposal development across a diverse group of donors

  • Develop curriculum for country staff to build field new business capabilities

The Cost & Pricing Analysts performs additional duties including the following:



  • For global awards, support the transition of the financial management of new business wins to permanent staff (manage financial aspects of project start up while LT financial staff support is put in place




  • Collaborate with New Business Development (NBD) team on a variety of financial activities including forecasting, return on investment analysis, and assessing new donors.




  • Attend NBD team meetings and plan NB cost proposal work




  • Maintain long term funding database (in BI360) on funding committed as well as NB submitted/likely




  • Perform annual ROI analysis for EGPAF’s new business efforts. Required Qualifications



Bachelor’s Degree is required; Master’s degree in Business Management, Operations or other relevant field is highly preferred.
Demonstrated experience in building US government cost proposals
Financial management experience including preparing, managing and monitoring budgets, and generating financial forecasts and reports in adherence with donor requirements.
Good understanding of and experience in the international development sector.
Strong client service skills and ability to establish and maintain effective working relationships with donors and other stakeholders.
Excellent communications and organizational skills, with demonstrated success working in a team environment.
Experience working on large, multi-country global projects strongly preferred.
Ability to travel internationally as necessary.
