Background & Rationale


Between 2012 and the end of 2015, UNICEF Country Offices (COs) have provided Communication for Development (C4D) support for over 60 New Vaccine Introductions (NVIs) in over 40 countries per accountabilities associated with Programme Objective 1.2.4 in the 2011-2015 Gavi Business Plan. A new strategic period for the Gavi Alliance begins in 2016-2020 and UNICEF’s C4D role will shift from a primary focus on supporting NVIs to an additional focus on promoting and sustaining individual and community demand for routine immunization (RI) services, a focus which is also in line with the Global Vaccine Action Plan Strategic Objective 2 (GVAP SO2). This shift will require assembling and taking account of lessons learned and tools developed during the last Alliance Strategic Period (Gavi 3.0) as well as developing new resources, guidance, and tools for the 2016-2020 strategic period (Gavi 4.0).


Purpose


To meet the new C4D strategic and technical needs associated with the shift in focus from new vaccine introductions to sustained and less event-based and campaign-based approaches to promoting RI, UNICEF needs to develop design research and strategic planning guidelines and tools for a new approach to sustaining in-country advocacy, communication, and community engagement for promoting demand and increasing RI coverage with equity.


To meet these needs, the scope of work for the consultancy includes 1) initial desk review of existing resources that are relevant, whether produced by UNICEF, other Alliance partners, or even social marketing firms and private sector; 2) user-centered design research including phone interviews and email follow up with key internal UNICEF stakeholders (primarily C4D practitioners focused on immunization at NYHQ, up to three Regional Offices and up to 10 COs – all contingent on internal approvals) to identify priorities and user needs to inform the design of resources and tools that better meet those needs; and 3) assembly, adjustment, integration and development where needed of a set of harmonized resources, included an integrated “playbook” and “toolkit,” linked to existing portals commonly used by UNICEF C4D staff, including but not limited to Agora, the forthcoming Rhizome website, as well as UNICEF intranet sites for immunization and C4D.


User-centered design research will inform the process both of identifying the needs of primary users (mainly C4D specialists but also program managers in countries with limited UNICEF C4D capacity). In addition, the consultant will directly apply expertise in design research and marketing strategy to refine or develop new, user-friendly, and innovative guidance and tools for C4D practitioners supporting governments and partners in design research and strategic communications planning to enhance and sustain community demand for RI.


The consultant may also assist with unanticipated or daily tasks associated with accomplishing the expected results, including contributing to the design of workshop agendas and/or facilitating group exercises related to the design research and user-needs assessments. The consultant may also provide input on other Terms of Reference or Scopes of Work for hiring additional individual or institutional contractors as needed to achieve the expected results.

· Report and PowerPoint deck summarizing results of desk review and user-needs assessment, including summary of past results, existing resources, and recommendations for next steps


o Parts of PowerPoint deck will be used for presentation at the Gavi High-Level Forum on Demand in Geneva in Q1


o PowerPoint style sheets and graphic elements developed and made available for UNICEF in case slides need to be developed or repurposed for future presentations


· C4D for Routine Immunization Playbook and Toolkit, including tools and checklists that can be used as standalone resources linked to Rhizome and the Agora e-learning courses


o Style sheets and visual elements like infographics developed and provided as modifiable files to UNICEF in case resources need to be adjusted based on user feedback or additional needs

Key competences, technical background, and experience required Deadline


· Bachelor’s degree in international affairs, international development or related field. Preference for focus on social marketing, human factors, or social sciences.


· At least 5 years of Mid-Level professional experience in behavioural/ethnographic/design research, strategic communications planning, marketing strategy, or social marketing.


· English proficiency required


· Private sector marketing experience preferred.
