HIAS seeks a Director to oversee all components related to the programmatic success of HIAS’ U.S. Programs with the goals of building the capacity and providing expert technical assistance to affiliated-local social services agencies across the U.S, as they empower refugees to achieve self-sufficiency. S/he will provide innovative and quality direction to the associate director and program managers, who supervise a team of associates, assistants and interns to ensure compliance with federal grant program requirements, effective and efficient service delivery, quality control and evaluation, and excellent relations and collaboration with stakeholders.
Essential Functions:
· Supervise the day-to-day operations of U.S. Programs, including Reception & Placement, Matching Grant, Preferred Communities, and Refugee AmeriCorps.
· Plan, develop, and implement all U.S. programs including funding applications, needs assessment, program implementation plans, reporting, and policy setting for program activities.
· Ensure the successful integration and early self-sufficiency of refugees resettled by HIAS through the promotion of techniques and methodologies developed by experts in anti-poverty, employment and integration programs, including microloans, small business development, and IDAs.
· Develop and implement systems to ensure that HIAS’ affiliate network provides effective and high-quality services to refugees and other populations, while ensuring the network is able to meet the needs of changing populations and other programmatic shifts in the future.
· Develop and maintain tools, processes, and standard operating procedures (SOPs) designed to support the highest quality of services.
· Directly supervise and evaluate direct reports, support their supervision of associates, and provide professional development opportunities that align with staff needs, contractual obligations and programmatic needs.
· Recruit, hire and orient new assistant directors and program managers and ensure regular training opportunities to increase staff capacity.
· Issue program updates and coach program staff when complex and/or urgent issues arise as needed.
· Oversee on-site and desk monitoring of local partners and ensure corrective actions are taking place.
· Ensure staff are prepared for program monitoring visits from federal agencies as well as site visits from private funders.
· Participate in on-site monitoring for quality control and training purposes, particularly to new affiliates and those with significant changes in staff or refugee populations.
· Assist in new site assessments and development.
· Develop and approve financial and narrative reports written by associate directors and program managers prior to submission to donors.
· Work with the Associate Director, Grants Management to manage IRIS, Apricot, HIAS Dashboard, and other database software and program data.
· Oversee and manage grant budgets in collaboration with HIAS Finance team, associate directors and program managers.
· Maintain and strengthen existing relationships with funders, community partners, public and private donors, and appropriate stakeholders.
· Represent HIAS at meetings (i.e. RCUSA, PRM, work groups, subcommittees), conferences and events as appropriate.
· Provide support and leave coverage to the Senior Director, U.S. Programs.
· Perform other tasks as needed.
Qualifications and Requirements:
· Graduate degree required.
· At least five years of professional social service experience, preferably in refugee resettlement or a related field; strong supervisory and administrative experience required.
· Excellent communication skills; ability to effectively present information and respond to questions from groups of professionals, clients, and general public.
· Ability to read, analyze, and interpret journals, reports, and legal documents and disseminate new information from such materials; ability to develop written resource materials on refugee-related topics for service providers and informational materials for clients.
· Excellent interpersonal and problem-solving skills
· Ability to organize, coach and guide staff.
· Provide effective and inspiring supervision and support to the associate directors and program managers, affiliate partners and contribute to overall positive work environment.
· Knowledge of U.S. refugee resettlement programs and prior experience with PRM, DHHS, and DHS grants preferred.
· Knowledge of techniques and methodologies used in anti-poverty, employment and integration programs, including IDAs preferred.
· Ability to respond effectively to inquiries or complaints from affiliates, regulatory agencies, or members of the lay community, and to effectively present information to others.
· Knowledge of MS Office, spreadsheet and database applications required. · Full status to work in the United States and willingness to provide employment verification as required.
