The Monitoring, Evaluation & Learning team seeks an M&E Systems and Database Officer to work as part of a small, DC-based program support unit for NDI worldwide. Under the guidance of the M&E Team Manager, the M&E Systems and Database Officer will support regional and field staff in using an M&E database, tools and processes for program design, start-up and management. This position is based in Washington, DC; in order to be eligible for hire, candidates must possess current authorization to work in the United States without requiring employer sponsorship.
The key duties and responsibilities of the M&E Systems and Database Officer will include:
Supporting regional staff in the design of complex democracy assistance programs using the logical framework approach (LFA) and develop key M&E documents (logical frameworks, performance monitoring plans, M&E narratives, ect.)
Support the establishment of performance monitoring systems in the field
Conduct trainings to build staff capacity in using the M&E database management, collecting and analyzing data and creating reports
Guiding regional staff in data quality guidelines and collection protocols
Supporting quantitative analysis and visualization of data
Provide statistical support for quarterly, annual and other reporting requirements Education and Experience
Bachelor’s degree in social science or related subject; graduate degree preferred
A minimum of four (4) years relevant work experience in M&E preferably with international development programs. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
Experience setting-up and maintaining M&E systems
Experience utilizing M&E databases for quantitative data analysis and visualization
Experience training program staff in performance monitoring and reporting, including database skills and data analysis
Familiarity with donor M&E requirements, including USAID
Experience contributing to sound M&E strategies as part of the proposal development process for projects related to democracy, human rights, and governance
Experience in developing and operationalizing SMART indicators for challenging contexts
Experience using mobile technologies for data collection desired
Living or working experience outside the U.S. preferredRequired Skills and Abilities
Demonstrated knowledge and/or competency in one or more areas of NDI’s functional programs and familiarity of the political environment in at least one of NDI’s regional areas.

Demonstrated ability in establishing performance monitoring systems
Excellent quantitative analysis and data visualization skills
Demonstrated analytical abilities in descriptive and/or inferential statistics including use of statistical software ( SPSS,STATA, etc)
Demonstrated ability to utilize databases (Access, Salesforce, etc)
High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders and policy makers
Excellent oral communication and training skills to present information and respond to questions effectively
Exceptional writing skills to effectively create clear and concise reports, strategies and/or guidelines
Foreign language ability applicable to one of the regions where NDI works, French and/or Arabic desired
Working knowledge of PC-based word processing and spreadsheet applications
Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired.
Working knowledge of basic budget and accounting procedures
Ability and willingness to travel to regional locations, which are often remote and difficult to reach
