United States of America: SENIOR TECHNICAL ADVISOR,EVALUATION AND LEARNING


Supporting sexual, reproductive, and maternal health (SRMH) and rights is fundamental to CARE’s mission to reduce poverty and increase social justice, and SRMH is one of four priority global program areas. In 2014, 46 CARE countries were engaged in maternal and child health programming and we reached nearly 37 million women, men and children.


CARE has been working in sexual, reproductive and maternal health programming for over 50 years in countries with some of the highest unmet need for family planning services, and some of highest maternal mortality rates. Across CARE, country offices are working in close collaboration with local and national governments and organizations and international partners to support comprehensive programs to improve coverage, quality, and equity of health services. CARE believes that access to quality sexual, reproductive, and maternal health is both a fundamental human right and a critical development issue. CARE’s SRMH team works to generate and build evidence, measure impact, and share learning globally, and to increase global impact by advocating for stronger SRMH policies and encouraging scale-up and replication of successful approaches.


CARE is seeking a Senior Technical Advisor, Evaluation & Learning to join the Sexual, Reproductive and Maternal Health & Rights (SRMHR) global team. The Senior Technical Advisor will provide leadership, coordination and support in three key areas:


  • Evidence generation and program evaluation design and execution

  • SRMH program design including integrated design

  • Resource mobilization

Exceptional skills working cross-culturally to support program design and applied program evaluation research in sexual, reproductive and maternal health; proficiency in quantitative and qualitative research methods; excellent communication and presentations skills; and experience in proposal development for both large and small donors, required. Demonstrated success in contributing to winning proposals, and evidence of evaluation research published in peer-reviewed journals, desired.


Responsibilities:


  • Evidence generation and program evaluation

  • SRMH & Rights program design

  • Work with internal and external partners, including fundraisers, to prioritize and plan bids for potential donors to support SRMH program, advocacy and learning

Qualifications:


  • Doctoral level in public health, epidemiology, or behavioral/social sciences, including training in both quantitative and qualitative methods, and applied program evaluation.

  • The incumbent should possess training and experience conducting applied research and evaluation in SRMH in low resource settings, as well as the project and team management skills necessary to manage a portfolio of evaluation studies and projects within a complex organizational framework keeping department staff aligned with organizational goals.

  • 5-7 years’ experience in a relevant position including demonstrated experience in proposal development, program design, and evaluation

  • Strong skills in planning and organization, partnership and collaboration

  • Evidence of excellent writing skills (e.g. publication record)

  • Ability to communicate effectively in oral and written formats – English proficiency

  • Proficiency in WORD, Excel, PowerPoint and SPSS or statistical software package
