Background:
The Partnership for Supply Chain Management (PFSCM) brings together multiple private sector and non-government organizations that are among the most trusted names in supply chain management and international public health and development in the world. PFSCM has been recognized internationally for its work to save lives through stronger public health supply chains; the partnership won two supply chain distinction awards from the European Supply Chain and Logistics Summit in 2010 and was a finalist in the 2012 Supply Chain Innovation Award Competition sponsored by the Council of Supply Chain Management Professionals (CSCMP) and SupplyChainBrain.
PFSCM is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). With offices in more than 20 countries and over 800 dedicated staff members around the world, SCMS is helping to improve the lives of people living with HIV/AIDS in some of the countries most severely impacted by the pandemic. SCMS procures essential medicines and supplies at affordable prices; helps strengthen and build cost-effective, reliable, secure and sustainable supply chain systems; and fosters coordination of key stakeholders.
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a major financing institution in the fight against these diseases in 140 countries. The Global Fund selected PFSCM to be its primary Procurement Agent for Global Fund principal recipients, under its Pooled Procurement Mechanism aimed at ensuring a cost-effective and efficient procurement process that meets all the Global Fund standards for a Procurement Agent. This service provides support to countries to resolve procurement bottlenecks and supply chain management challenges and to facilitate timely access to pharmaceuticals and other health products.
In addition, PFSCM implements other supply chain management projects with other client/donors as appropriate.
Overall Responsibilities:
The Staff Accountant will reports directly to General Ledger Manager and will contribute to various aspects of the accounting departments’ activities including: project setup/billing/reporting, payment processing, General Ledger reconciliation and other accounting system support. The Staff Accountant will assist staff organization wide in understanding PFSCM accounting processes and systems. The Staff Accountant will also fill in for other accounting staff members in their absence and will assist in other areas as needed.
Specific Responsibilities:
The primary responsibility of the position includes, but is not limited to the following areas:
- Reconcile all balance sheet accounts
- Reconcile accrued and payable accounts by task orders and project codes
- Reconcile of Life of Project fee calculation with a system generated report
- Reconciliation of expenses (cash, wire etc) against payments, by projects, on a monthly basis
- Review all expense accounts for appropriateness of booking
- Work with the finance unit in setting up new project codes in order to ensure appropriate tracking of all project activities
- Reconcile cash to ensure appropriate close out of Non-SCMS, Non-PPM Other Donors projects
- Keep electronic folders and reconciliations for Non-SCMS, Non-PPM and other donor projects updated
- Research discrepancies, incorrect entries and prepare corrections for review and approval by the General Ledger Manager
- Prepare and record journal entries to reclassify from one project to another based on the finance unit request
- Participate in preparation of various audit schedules
- Act as a liaison between the accounting and finance units regarding vendor obligations
- Assist in processing of invoices for accounts payable
- Provide support to the rest of the accounting unit as necessary
Perform other duties as they are assignedQualifications:
Five or more years of finance or accounting experience, including using a computerized accounting system.
- Bachelors or high degree in finance, accounting, business or related fields
- Experience with USAID and/or other donor agencies a plus
- Exposure to ERP system conversion
- Advanced level of proficiency in Microsoft Excel
- Excellent verbal and written English communication skills
- Highly organized and detail oriented
- Ability and desire to work well within a team
- Ability to prioritize, meets deadlines, and work on multiple tasks
- Ability to work independently, take responsibility, and follow-through
- Ability to think independently, learns new skills quickly, and adapt to rapidly changing environments
- Strong customer support skills, including responsiveness and ability to maintain professional working relationships at all levels of the company
- Must be authorized to work in the United States of America
