Appraiser I-Land/Apprentice Appraiser-Land - Douglas County, CO - Castle Rock, CO





DESCRIPTION:

This position performs professional real estate appraisal work, competently and in a manner that is independent, impartial, and objective. Duties include gathering and analyzing descriptive real property data to determine the classification and value of real property for assessment purposes. This position includes both training and qualifying experience for potentially higher levels of job classification and appraisal licensure.

This position has one vacancy; depending on qualifications, one candidate will be hired in the most appropriate job position, as Appraiser I-Land or Apprentice Appraiser-Land.


Examples of Duties
EXAMPLES OF DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)


  • Completes field work and subsequent data entry into the county’s Computer Assisted Mass Appraisal (CAMA) system.Conducts field inspections of land parcels for: subdivision infrastructure status, agricultural use and classification, sales confirmation, land attributes, and all levels of assessment appeals.

  • Maintains existing Land Economic Areas (LEA).Recognizes the need for new LEAs or valuation models and applies appropriate stratification.Applies appropriate present worth discounting methodology.Completes revaluation of assigned LEAs in reappraisal years under guidance.

  • Applies appropriate procedures and methodologies for: subdivision creation and maintenance; land classification; splits, merges, pro-rations, property tax exemptions, and transfers; agricultural land qualification and classification; statutory and Assessors Reference Library (ARL) compliance; subdivision and land developer discovery; and accurate data entry.The correct application of the Colorado Assessment calendar is required.

  • Completes all sales verification assignments including MLS and Costar review; research with buyers, sellers and realtors; as well as field review, related data entry, and final sales validation decisions.

  • Conducts property reviews for omitted and incorrect information, quality control reports and classification concerns.Work may include in-person and telephone interaction with property owners.Provides education and information to property owners regarding statutory requirements and Assessor’s Office process.

  • Completes all written, electronic and in-person Assessor protest and County Board of Equalization appeals as assigned. Provides support to the senior staff and supervisors for Board of Assessment Appeals (BAA) reporting. Acts as an expert witness in lower and mid-level appeals.

  • Proficient use of applicable land valuation tools, including use of GIS to complete assignments.Responds to data error reports as directed by supervisor.Able to understand and complete appraisal analyses such as allocation, extraction/abstraction, and sale ratio studies.

  • Works with customers to assess needs, provide assistance, resolve problems, and is committed to providing quality service.

  • Generate and utilize beginner and intermediate level reports from within the county’s CAMA system.

Minimum Qualifications
MINIMUM QUALIFICATION REQUIREMENTS:

EDUCATION:

  • Generally, a high school diploma or GED equivalent, although a college degree is preferred, and any State of Colorado sanctioned real estate appraisal license. The ability to meet continuing education requirements set by the State of Colorado and the Douglas County Assessor’s Office.

EXPERIENCE:

  • Knowledge and Skills: Knowledge of real estate principles, procedures and markets.Understanding of computer software, file management, internet, e-mail and other common technologies.Ability to solve quantitative problems from a variety of mathematical techniques.Expresses ideas and facts to individuals or groups in a succinct and organized manner, listens to others and facilitates an open exchange of ideas.Recognizes and uses correct grammar, punctuation and spelling; produces written information that is appropriate for the intended audience. Direct professional real estate or related experience is preferred but not required.

  • Integrity / Honesty: Contributes to maintaining the integrity of the organization; displays high standards of ethical conduct and understands the impact of violating these standards on an organization, self and others; is trustworthy.

CERTIFICATES, LICENSES, AND REGISTRATIONS:

  • A valid Colorado driver’s license with a safe driving record is required. An Ad Valorem Appraiser License (or higher level), or equivalent, is required at the time of hire for Appraiser I-Land position; for the Apprentice Appraiser-Land position, candidate must obtain a license within 2 years of hire.

OTHER SKILLS and ABILITIES:

  • Skill in establishing and maintaining effective working relationships with other employees, organizations and the public.Consistently demonstrates a level of proficiency performing the essential duties of this job classification.

  • Experience with the use of Geographic Information Systems (GIS) in a professional or academic setting is desired.In addition, on the job training in this area is available.

SUPPLEMENTAL INFORMATION:

  • SUPERVISION RECEIVED: Under normal supervision, within a standardized work situation, the employee performs duties common to the line of work without close supervision or detailed instruction.Work product is subject to continual review.

  • SUPERVISORY RESPONSIBILITIES: None, however employee might assist the team in providing guidance to apprentice level staff when required.

  • CONSEQUENCE OF ERROR: Consequence of error may result in the incorrect assessment of property value resulting in loss of revenue to the county, or inequity to the taxpayer. Incorrect assessments carry the added expense of defending values at all levels of appeal as well as adversely impact public perception of local government.

  • INDEPENDENT JUDGMENT: Apply independent judgment to tasks to all assignments based on knowledge, training, and experience.

  • This position has daily contact with co-workers, supervisors and regular substantial contact with property owners, realtors, developers, builders, appeal referees, arbitrators, and Division of Property Taxation staff.MATERIAL & EQUIPMENT: The employee is required to operate a computer, digital cameras, cell phones, laser measuring tools, tape measures, read and interpret maps and blueprints, and drive a county provided vehicle.

  • PHYSICAL DEMANDS: This job regularly requires the employee to visit construction sites, negotiate rough terrain and climb stairs during on-site inspections in the field.While performing the duties of this job, the employee is regularly required to sit and use office equipment, operate a motor vehicle. The employee is regularly required to talk and hear. Specific vision abilities required by this job include close vision and the ability to adjust focus.

  • GENERAL WORK ENVIRONMENT: Work is performed in the field (including undeveloped vacant land, construction sites and structures) and in a typical office environment.Field work requires exposure to all weather elements, construction hazards and other adverse conditions.

In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions. This may mean being available to perform additional duties and hours beyond what is normally required. In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
